RESOLUTION NO. 17 6 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE
NEIGHBORHOOD PLACE OF PUNA TO SUPPORT ITS ANCHOR POINT YOUTH
CENTER.
WHEREAS,the Neighborhood Place of Puna is a 501(c)(3)nonprofit organization
whose mission is empower families and communities in Hawai`i County by building strong
foundations through healthy relationships that value each person's uniqueness; and
WHEREAS,the Neighborhood Place of Puna manages a facility called Anchor Point
Youth Center as a drop-in facility dedicated to assisting youth, aged 14 to 24,who are homeless
or at risk of becoming homeless; and
WHEREAS,the Neighborhood Place of Puna is requesting funds to cover expenses for
food,hygiene items, a desktop computer and desk, garden and art supplies, and blankets for its
Anchor Point Youth Center; and
WHEREAS, one of the goals of the Department of Liquor Control is to support youth
programs that promote public safety, education, and responsible lifestyle choices in alcohol- and
drug-free environments; and
WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to the Neighborhood Place of Puna to support its Anchor Point
Youth Center.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
