REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: May 6, 2025 Re: Comm.No. 241/Bill No. 50 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 1:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 50,reports as follows: <br /> Bill No. 50, transmitted by Council Member Jenn Kagiwada and Council Member Holeka Inaba via <br /> Communication No. 241, dated April 17, 2025, amends Chapter 19, Article 11, Section 19-90, of <br /> the Hawai`i County Code 1983 (2016 Edition, as amended), relating to Real Property Taxes. <br /> This bill changes the required appropriation of residential tier two property tax revenue for housing <br /> and homelessness from a fixed proportion of 75 percent to a fixed amount of$9,000,000. <br /> Committee Members Jenn Kagiwada and Holeka Goro Inaba provided background on this matter. <br /> Committee Members Heather Kimball and Michelle Galimba raised concerns about not reaching the <br /> $9,000,000. <br /> Committee Member Dennis "Fresh" Onishi understood Ms. Kimball and Ms. Galimba's concern but <br /> stated that the Council could amend this bill later.
