Your Committee on Finance, to which was referred Bill No. 50,reports as follows:
Bill No. 50, transmitted by Council Member Jenn Kagiwada and Council Member Holeka Inaba via
Communication No. 241, dated April 17, 2025, amends Chapter 19, Article 11, Section 19-90, of
the Hawai`i County Code 1983 (2016 Edition, as amended), relating to Real Property Taxes.
This bill changes the required appropriation of residential tier two property tax revenue for housing
and homelessness from a fixed proportion of 75 percent to a fixed amount of$9,000,000.
Committee Members Jenn Kagiwada and Holeka Goro Inaba provided background on this matter.
Committee Members Heather Kimball and Michelle Galimba raised concerns about not reaching the
$9,000,000.
Committee Member Dennis "Fresh" Onishi understood Ms. Kimball and Ms. Galimba's concern but
stated that the Council could amend this bill later. Mr. Inaba agreed with Mr. Onishi's statement.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 50, and recommends its
passage on first reading.
