Your Committee on Finance,to which was referred Resolution No. 140-25, reports as follows:
Resolution No. 140-25,transmitted by Finance Director Diane Nakagawa via Communication
No. 239, dated April 17, 2025, approves the award of funds to Aloha Animal Alliance Hawai`i by
the Animal Control and Protection Agency.
This resolution provides $50,000 of grant funds to Aloha Animal Alliance Hawai`i for their cat spay
and neuter initiatives.
Animal Control and Protection Administrator Matthew Runnells and Finance Director
Diane Nakagawa were in attendance.
Committee Member Dennis "Fresh" Onishi asked Mr. Runnells and Ms. Nakagawa if they supported the
transfer of these funds to this organization. Mr. Runnels stated that he believed that these funds are a
great opportunity to help the community. Ms.Nakagawa replied by stating that the County has learned
that these services have been overlooked and have become critical to the County.
Committee Member Holeka Goro Inaba requested a budget breakdown from Mr. Runnells before the
upcoming council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 140-25, and
recommends its adoption.
