Your Committee on Finance, to which was referred Bill No. 44,reports as follows:
Bill No. 44,transmitted by Council Member Holeka Goro Inaba and Council Member James
Hustace via Communication No. 232, dated March 31, 2025, amends Chapter 19, Article 10,
Section 19-89, of the Hawai`i County Code 1983 (2016 Edition, as amended), relating to
exemptions for certain Hawaiian Homes property, and other agencies.
This bill exempts the value of buildings on Hawaiian Home Lands homesteads from property taxes
and repeals references to outdated State law.
Committee Members Holeka Goro Inaba and James Hustace provided background on this measure. Both
spoke in support of it. Mr. Inaba stated that if this bill were approved,the County's financial impact
would be a$1.4 million reduction.
Real Property Tax Administrator Lisa Miura and Assistant Administrator Keita Jo were in attendance.
Ms. Miura stated that they have reviewed this matter and find it fair and in line with other counties.
Committee Members commented in support of this measure.
Committee Members Heather Kimball and Jenn Kagiwada raised concerns about the financial impact
and how this will impact our budget, but they both feel this is fair and support it.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 44, and recommends its
passage on first reading.
