HomeMy WebLinkAboutREP GOEAC 042 2025-05-06 2024-2026 REPORT OF THE COMMITTEE ON GOVERNMENTAL OPERATIONS AND EXTERNAL AFFAIRS DATE: May 6, 2025 Re: Comm.No. 242/Res.No. 142-25 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 9:00 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Governmental Operations and External Affairs,to which was referred Resolution No. 142-25,reports as follows: Resolution No. 142-25,transmitted by Director of Finance Diane Nakagawa via Communication No. 242, dated April 17, 2025, authorizes the Mayor to enter into an intergovernmental agreement with the State of Hawai`i's Department of Transportation as well as grant a real property license or permit for their installation and upkeep of National Electric Vehicle Infrastructure (NEVI) Systems at various County of Hawai`i properties. Resolution No. 142-25 seeks to allow the State Department of Transportation to install and maintain NEVI Charging Stations at various sites within Hawai`i County. Business Manager Kelsey Kalua-Lewis from the Department of Public Works was present in the Hilo Chambers to discuss Resolution No. 142-25. Ms. Kalua-Lewis explained that the State had approached the County to help with the installation and maintenance of three charging stations in Hilo, Kona, and Waimea. The State already owns the land at the Waimea site, therefore this agreement is only pertaining to the Hilo and Kona sites. The agreement states that these NEVI systems will be fully maintained by the State once the project is completed. Committee Chair Jenn Kagiwada asked some clarifying questions regarding the timeline of the agreement. Ms. Kalua-Lewis explained that this agreement is covering five years,with an option to extend, and can be renewed at any time. Ms. Kalua-Lewis further explained that the Department of Transportation is covering all the costs, and there will be no costs to the County. Chair Kagiwada asked if the system will be one charger that services two vehicles. Ms. Kalua- Lewis said that she needs to check on that and will report back. Committee Vice Chair Matt Kaneali`i-Kleinfelder inquired if all operational electrical costs will be covered by the County or by the State. Ms. Kalua-Lewis reiterated that the Department of Transportation will cover all of the infrastructure as well as the costs of running the charging facilities.
