Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter into an agreement with the University of Hawai`i, Office of
Research Services to provide funding for the Pacific Aquaculture and Coastal Resource Center.
Funds of$125,000 will be provided to secure permits and conduct preliminary research and
analyses for an aquaculture project in Hilo Bay.

A. REQUEST:
The Department of Research and Development submits this request for a resolution to enter into an
agreement with the University of Hawaii, Office of Research Services, for the County of Hawaii to provide a
grant for$125,000 to secure the permits and conduct preliminary research and analyses for a aquaculture
project in Hilo Bay.
Pursuant to HRS §103D-102(b)(3), an exemption is requested to procure goods, services, or construction
from a governmental body other than the university of Hawaii bookstores, from the federal government, or
from another state or its political subdivision.
The appropriation is from Ordinance 24-32, AGRICULTURE 010.161.5161.22.115.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The mission of the Pacific Aquaculture and Coastal Resources Center(PACRC), University of Hawaii at
Hilo, is to advance long-term sustainable use and conservation of coastal areas worldwide through
aquaculture and resource management.
The appropriation will be used by PACRC and Waiwai Ola Waterkeepers to collect the preliminary data,
conduct the economic assessments and secure the necessary permits to set up a aquaculture park in Hilo
Bay.
