Re: Operating Budget
The County of Hawai`i has been awarded$1,977,568 from the State of Hawaii,Hawai`i
Housing Finance and Development Corporation(HHFDC). These funds will be used towards
the Kuakini Heights Affordable Housing Project.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
for an ordinance amending the Operating Budget by appropriating this $1,977,568.

• B. BACKGROUND AND JUSTIFICATION(USE ADDITIONAL SHEETS AS NEEDED):
1112021,Congress passed the American Rescue Plan(ARP)Act(Public Law NO;117-2)and provided a special allocation under the
HOME Investments Partnership Program to address the needs and individuals impacted by the COVID-19 Pandemic. This special
allocation is referred to as"HOME-ARP'. The County of Hawaii will receive HOME-ARP Program funds from HUD,through HHFDC. I
Prior to receiving the funds,an Allocation Plan must be submitted and approved by HUD,through HHFDC..HHFDC's HOME-ARP -,
Allocation was submitted and approved on March 16,2022.
The HOME-ARP funds were created to provide homelessness assistance&supportive services to individualsor households who are-',-
homeless,at risk of homelessness,and other vulnerable populations,through HUD'S HOME Investment Partnerships Program
(HOME). This one-time funding will be utilized for the development of affordable housing to benefit HOME-ARP Qualifying Populations.

misappropriation reflects HOME-ARP funding from HUD,through the State of Hawaii Housing Finance and Development Corporation

(1-IHFDC),for PY2021 to be received by the Office of Housing and Community Development(OHCD).
-, a OHCD solicited qualified proposals in 2022 and 2023 and didn't receive any applications for funding. Because there were no
successful proposals,the OHCD,with approval from the State HHFDC,will be awarding the HOME-ARP funds to the Kuakini Heights-

Affordable Housing Project, This Project will provide 100 affordable housing rental units serving low income households and qualifying
Ipopulation households in Kathie Kona.
