Re: Resolution for multi-year employment contracts
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for
multi-year employment contracts, for the Office of Housing and Community Development.
These employment contracts will be executed for two years to implement and manage
Homelessness and Housing Programs. Funding will be through seventy- five percent of the
difference in revenue from the residential tier one real property tax rate to the residential tier two
real property tax rate as authorized in Ordinance 22-26.
The Office of Housing and Community Development requests that this resolution be waived
from Finance Committee and be placed on the May 21, 2025 Council agenda in order to expedite
this process. If there are any questions,please do not hesitate to call Kehaulani Costa or Keiko

A. REQUEST:
Requesting a resolution to authorize the County to enter into multi-year employment contracts(HCC Section 10-11)for
staff that manage and implement the Homelessness and Housing Fund (HHF),which was established to address
homelessness in Hawaii County.The employment contract would be for a 2-year term in alignment with the
implementation and management of HHF's current timeline.The effective administration and implementation of the
HHF requires continuity, stability, and long-term management by experienced personnel.The employment contracts are
for the following positions: Program Oversight Manager, Special Grant Program Manager, and Program Data Manager.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii established the HHF on March 23,2022, through Ordinance 22-26 to address homelessness in
Hawai'i County. Ordinance 22-26 currently provides funding through June 30,2027.
Program stability and continuity are critical to effectively managing and implementing this.HHF. Multi-year contracts are
necessary to attract and retain experienced personnel who can provide consistent leadership, reduce turnover-related
disruptions, and maintain momentum across phases of planning, implementation, and evaluation.They also allow for the
establishment of benchmarks and accountability over time, enabling evaluation of outcomes tied to HHF's goals.
® Program Oversight Manager—Responsible for strategic oversight, administration,and impact management of the
Fund.
® Special Program Manager—Responsible for managing contract, grants, and programs to ensure defined outcomes
and reporting requirements are met.
• Program Data Manager—Responsible for managing, analyzing,and reporting on data related to the Fund.
The administration of this HHF represents a significant responsibility, currently undertaken by a small, dedicated team.
Implementing multi-year employment contracts will help stabilize staffing, enhance operational continuity,and increase
HHF's overall impact on the community.
The OHCD is requesting a waiver to bypass the Council's Finance Committee to be placed on the County Council
Agenda for the May 21,2025 meeting. And finally, the OHCD is requesting to waive the 5-day Council hold on the May
21, 2025 County Council meeting.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
