RE:Support for David Bruno's Nomination to the Board of Ethics
Dear Mayor and Council Members:
I am writing to express my strong support for David Bruno's nomination to the Hawai'i
County Board of Ethics. As someone who has worked alongside David for nearly nine years,
including serving as his direct supervisor for the past four years, I can attest to his
exceptional character,integrity,and judgment that make him an ideal candidate for this
important position.
Please note that this recommendation is based solely on my personal opinion and
professional experience working with David Bruno and does not reflect the opinions or
position of my employer.
The Board of Ethics serves a critical function in interpreting the County's Code of Ethics,
rendering opinions, and reviewing potential violations. Such a role requires individuals who
demonstrate unwavering ethical standards and fair-mindedness—qualities that David
Bruno consistently exhibits in both his professional and personal conduct.
Throughout our working relationship, I have observed numerous examples of David's
commitment to ethical principles:

• David consistently demonstrates the highest level of personal integrity and
accountability in all professional matters. He takes ownership of his actions and
upholds transparent communication even in challenging situations.This
unwavering commitment to ethical conduct is precisely what the Board needs when
evaluating sensitive matters.
• He maintains excellent professional relationships with colleagues at all levels and
embodies the spirit of teamwork. David is widely respected across our organization

1 approach. His reputation as a trusted resource extends beyond his immediate
team, demonstrating his ability to work effectively within diverse groups—a valuable
skill for Board service.
• Most importantly, David provides fair and balanced advice to clients, carefully
articulating both advantages and disadvantages of various approaches while
keeping their best interests as his priority. He consistently recommends solutions
based on what is truly beneficial for the client,even when it means advocating
against other services that don't meet their specific needs.This principled, client-
centered approach reflects the independent judgment essential for ethical
oversight.
