Subject: Oppose Bill 47
I oppose Bill 47 and request that Hawaii County Council members also oppose Bill 47.
This bill should not be put forth at this time.A similar bill was set aside within the last year, until such time as an
economic impact study could be completed on the impact of regulating STVRs in Hawaii County.
This bill is designed to solve problems that do not exist,and to shut down 2600 families with local vacation rentals. It will
also take away the livelihood of hundreds of families on big island.The vacation rental industry has operated for decades
without any significant problems.Tourism has contributed 8%of the Hawaii County budget
Bill 47 makes no accommodation for the four in 10 Hawaii homeowners(2600 family rental operators)who have
significant unpermitted improvements.
It makes no accommodation for farmers who house temporary workers or other industries that depend on short term
housing.

It remains a complete ban on operating in agricultural zoning.
The fines($10,000)for noncompliance are catastrophic and enforcement lacks due process protections. kft
