I urge the Council to defer any action regarding short-term rentals until the release of the Economic Impact Study that was commissioned by the County and is expected to be completed within 60 days. While the reason given for proposing this bill at this time was to obtain more data, any data collected will not impact the study and can be perceived as premature. It is unclear how any registration data will be used in conjunction with the Study. The Administrative Enforcement in Section 6-41;the fines in Section 6-46, Failure to register, and possible resulting property liens will most likely generate mistrust and non- compliance. Add in the unknown rules in Section 6-42,to be established after the passage of the bill, and I believe that you will find little enthusiasm for compliance. Homeowners and Kupuna renting out rooms or a portion of their property just to get by will most likely find all this overwhelming and may be unable to comply. Therefore, I urge the Council to table this bill until the Economic Impact Study is released and thoroughly studied. CD cp Thank you for your consideration and the opportunity to present testimony.
