Why are we here again?There is no evidence to suggest that there needs to be additional regulation and
registration for hosted rentals.This bill is unwanted, unwarranted and overreach from the council.
You've already heard the community's voice when you tried to push through Bill 121.This bill proposes a
blanket registration process with an open ended yet-to-be-determined rules, and some that are overly
punitive.
There are many problems with this legislation but I take significant issue with Section 6-48 Cancellation:
(1)The TVR, including the structure used therefor or any activity on the property
in connection therewith, being in violation of any applicable law;
This would wipe every unpermitted structure, every rental in agriculture zoned land (not subdivided prior
to 1976,which is most of Kona), and anything else the director sees fit. Have you looked at the numbers
of what this would actually affect?
You havent' even seen the economic impact study, and yet you move forward.Why?
A$10,000 fine plus fees for failure to register?That's excessive.
In these times of economic uncertainty, drops in tourism, lower bookings, and a potential recession,why
are you trying to pass laws that further inhibit families from making a living in an increasingly difficult
place to stay?
Once again,this legislation does not feel for the people—for the hotels,for the mainland corporations,
yes. But for the people, no.
Please do not allow Bill 47 to continue. It's not needed, more than that, it's harmful.
