RESOLUTION NO. 191 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I
INTERNATIONAL SCIENCE EXPERIENCE FOR ITS FIVE-DAY SCIENCE
EXCURSION AROUND HAWAI`I ISLAND.
WHEREAS, Hawai`i International Science Experience (HISE) is a 501(c)(3)nonprofit
organization that aims to boost student confidence and inspire science, technology, engineering,
and mathematics learning and potential careers on Hawai`i Island; and
WHEREAS, HISE is requesting funds for meals for its five-day science excursion
around Hawai`i Island, which will serve a public purpose by benefiting, improving, or promoting
the interests of culture and the arts, and educational concerns; and
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Liquor Control to provide a grant to the Hawai`i International Science Experience
for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

Hawaii International Science Experience is an annual inemational gathering of science-minded students from Hawaii Island and International schools to science learning
and global engagement.This is a collaboration of 5 Hawaii Island schools to design and implement a 5-day island exploration.The student team represents Waiakea,
Kamehameha,Hilo,Kealakehe and Parker schools.A key focus is to boost Hawaii Island students'confidence in international collaboration and to explore current STEM
learning and future career opportunities in here.Vision Statement:To respond to social,educational,and environmental needs of our youths,we aim to•Spark
continued innovation and creativity•Inspire our youth to actively focus on global improvement and understanding.•Create valuable networks that transcend
geographical boundaries,fostering collaboration among gifted Individuals in the field of science•Prompt community collaboration as students engage with science
professionals and community leaders,and prompt collaborative Island improvements.•Motivate our youth to pursue ambitious dreams and groundbreaking Ideas in
innovation and technology.Hawaii Island's Unique Environment:To enrich Hawaii student and international student learning,we strive to present opportunities for

Waiakea High has,for over 15 years been invited to the Japan Super Science Fair.5-6 students and teachers from Waiakea High.Student delegates join students from
20+countries and 40+school for science talks,challenges,project presentations and STEM industrial tours along with culturrai learning.Waiakea High student and
teachers decided to create a similar event on Hawaii Isalnd.Students inspired by transformative international and national science events lead the Student Team.
Community supporters and teachers have created this nonprofit to support this student effort This 501(c)(3)assists with fund development and advising student in
developing each annual event
