Eustace RE: Written testimony and Packet of 5G Research/Studies/Articles/Cellphone Questions and Answers prepared by (Fay)Kalei Kailikini, living at Hilo, Hawaii representing myself and my Ohana. I have attended and testified at numerous hearings on the 5G expansion for Hawaii County that began with the Policy Committee on Planning, Land Use, and Economic Development and Hawaii County Windward and Leeward Planning Commissions. I am vehemently against any of our elected representatives to vote in favor of the Telecommunications Companies that continue to saturate our Hawaii Island communities with highly dangerous electromagnetic frequencies. Many testifiers are against 5G expansion because of the numerous dangers to the public that are already manifesting in illnesses ranging from headaches to cancers. In my oral testimonies I often refer to the County of Hawaii -"RESOLUTION NO. 678-20 "A RESOLUTION CALLING UPON ALL TELECOMMUNICATIONS COMPANIES AND PUBLIC UTILITIES OPERATING IN HAWAII COUNTY TO CEASE THE BUILDOUT OF 5G WIRELESS INFRASTRUCTURE UNTIL SUCH 2 TECHNOLOGIES HAVE BEEN PROVEN THROUGH INDEPENDENT RESEARCH AND TESTING TO BE SAFE TO HUMAN HEALTH AND THE ENVIRONMENT." Dated July 2020, Mayor Kim; 8 County Council Members voted YES to cease the Buildout of 5G Wireless and 1 Council Member vote NO. It was passed. This Resolution is the moral obligation to protect Hawaii Island residents'health and safety from all County Council Members past and present. Halting 5G proliferation will provide safety measures against 5G dangers to our health and the health of our environment. A newspaper article was written dated July 23, 2020 in the Hawaii Tribune-Herald front page &page A7 written by Michael Brestovansky titled "5G Infrastructure County Council being cautious". Mayor Kim, and the eight(8) County Council Members need to be commended for this due diligence and moral fortitude protecting Hawaii Island residents and our environment. WHEREAS,the telecommunications industry is engaged in a deployment of microwave and millimeter-wave '!small cell" antennas across the County to facilitate the fifth generation of wireless communications known as 5G;and WHEREAS, the T-Mobile website is advertising that areas across the State of Hawai`i have 5G coverage; and WHEREAS,this new technology uses existing wireless infrastructure and new types of radio-frequency (RF)microwave radiation to transmit large amounts of data,but requires significantly closer proximity to users,resulting in the dense deployment of antennas near residences, schools,and hospitals;and ( WHEREAS,the deployment of 5G-enabled small cell antennas in our neighborhoods raises serious questions regarding the potential health and environmental impacts of long-term exposure to untested RF microwave radiation frequencies; and WHEREAS,the Federal.Communications Commission has not conducted any long-term safety testing of new 5G wireless technologies, and has failed to update its human RF microwave radiation exposure guidelines since 1996,despite being advised to do so by the U.S. General Accounting Office,the American Academy of Pediatrics,and.hundreds of medical and scientific experts from around the world;and . Their results were consistent and worrisome: radiation, including that from cell phones, caused the blood-brain barrier—the brain's first line of defense against infections and toxic chemicals--to leak. Researchers in 13 other laboratories in 6 different countries had reported the same effect, but no one had proven whether it would lead to any damage in the long term. In a study published June 2003 in Environmental Health Perspectives, Salford's team repeated the experiment on 32 additional animals, but this time waited eight weeks before sacrificing them and examining their brains. In those animals that had been exposed to a cell phone, up to two percent of the neurons in all areas of the brain were shrunken and degenerated. Salford, chairman of the Department of Neurosurgery at his institution, called the potential implications "terrifying." "We have good reason to believe," he said, "that what happens in rats' brains also happens in humans." Referring to today's teenagers, the study's authors wrote that "a whole generation of users may suffer negative effects, perhaps as early as in middle age." An argument is sometimes made (not necessarily accurately) to those who express concern about radiation from "smart" meters, Wi Fi, etc, that the radiation emitted from these devices is at such a low level that the public needn't worry about it. However Dr. Salford's studies showed opening up of the blood brain barrier from very low levels of radiation. 'i'y .' j �� There is a reason cell phones are outlawed in Green Bank, West Virginia: even a single cell phone, even from miles away, would blind the radio astronomers there and make it impossible for them to see the stars. Astronomers measure radio waves in units called janskys. A typical star shines at 10 to 100 janskys. The Sun shines at about 500,000 janskys. When you hold a cell phone against your head,you are pumping energy at the rate of about 100,000,000,000,000,000 janskys into your brain.' ' 1 jansky= 10-26 mW/m2/Hz. The values given are for cell phone frequencies. How does that compare to radiation from a cell tower? Suppose there is a 2,000-watt cell tower two blocks from your house. The part of your brain next to a cell phone is absorbing up to one hundred thousand times as much radiation from the phone as it is from the tower.2 Are the FCC's exposure limits the same for cell phones and cell towers? No. Cell phones are exempt from the limits imposed on cell towers. The FCC measures exposure in milliwatts per square centimeter. Depending on frequency,the FCC's limit for whole body exposure to radiation from distant sources is about one milliwatt per square centimeter (1 mW/cm2). The limit for partial body exposure to a cell phone is approximately 20 mW/cm2 (for the brain),which assumes the phone is held at least one and a half centimeters away from your head. It is 50 mW/cm2 (for the hands,wrists and ears). If you hold the phone flush against your head, like most people do, or tightly between your head and your shoulder,the exposure to the brain can approach 50 mW/cm2 also.3 Who set the exposure limits? A radar scientist named Herman Schwan who was brought to the United States from Germany after World War II as part of Project Paperclip. He made some assumptions about the rate at which the human body is capable of getting rid of heat, and on that basis he estimated that C the body could safely absorb an amount of radiation equal to 100 mW/cm2. His assumptions were soon proven wrong, since experimental animals died within minutes when exposed to that much radiation. So over the years,the safe level was reduced first to 10 mW/cm2 and later to the current limit of 1 mW/cm2. Why is the brain exempt from those limits? Because those limits would make cell phones impractical. And because new assumptions were made about how much heat the brain could safely absorb, and the rate at which the body could dissipate that heat. It was decided that the brain could be safely heated by up to 1° C (1.8° F). Have these assumptions proven correct? No. A 1° C rise in temperature is usually considered a fever. And although the brain as a whole is heated less than 1° C by a cell phone,the absorption is not uniform. DNA, for example, resonantly absorbs microwave radiation. In experiments done at the Food and Drug Administra- 2 Exposure decreases with the square of the distance. 3 Cell phones are regulated by their Specific Absorption Rate (SAR), which is given in watts per kilogram(W/kg). The SAR limit for cell phones in the U.S. is 1.6 W/kg for the brain and 4 W/kg for the hands,wrists and ears. The far-field equivalents are 20 mW/cm2 for the brain and 50 mW/cm2 for the hands,wrists and ears. • tion during the 1980s,DNA absorbed 400 times as much radiation as expected.4 Research done at the Max Planck Institute in Germany in 2006 found that brain synapses may be resonantly heated by up to 100° C while the brain as a whole is heated by only 1° C.5 I don't get a headache from my cell phone. Can it be that bad? Because brain tissue has no pain receptors,we don't feel the injury. Even a headache doesn't tell you what's happening inside your head.Neurosurgen Leif Salford and his colleagues in Sweden found that a single two-hour exposure to a cell phone permanently destroys up to two percent of a rat's brain cells.6 Superficially the rats are fine,but two percent of their brain is gone. The experiments gave similar results even when the exposure level was reduced a hundredfold. And in experiments on the blood-brain barrier,they reduced the exposure level ten thousandfold and found that damage to the blood-brain barrier was worse when the exposure level was reduced.? That means that holding the phone away from your head does not protect you. It means that if you use a Bluetooth headset, which emits only 2.5 milliwatts,you are doing more damage to yourself than if you hold the phone to your head. The blood-brain barrier keeps bacteria, virusus, and toxic chemicals out of your brain and maintains the brain at constant pressure. Too much intracranial pressure can lead to a stroke. How fast does the damage to the blood-brain barrier happen? Leakage of the blood-brain barrier is detectable within two minutes of exposure and probably begins within seconds. What do the stroke statistics tell us? The incidence of stroke overall is steady or declining but it is rising in adults younger than 50,8 and shockingly so in very young adults. Which is safer, low power or high power? Neither. The higher the power,the more heat. The lower the power,the more leakage of the blood-brain barrier. The higher the power,the more your metabolism is disturbed.10 The lower the power,the more calcium leaks out of your cells." Microwave radiation injures the body in many different ways. It depends on which effect you are looking at. What about the near field plume? Isn't a cell phone safer when it is held more than six inches away from your head? There is no such thing as a near field"plume." The near field is simply the region near a source of radiation where the electric field is separate from the magnetic field and the strength of either cannot be exactly predicted. There is no sharp boundary between near field and far field and the fundamental properties of the radiation do not change. What about those shielding products that you stick on one side of your phone to block the radiation in the direction of your brain? The people who designed those products forgot that your arm, being an electrical conductor, is also an antenna. When you hold a cell phone in your hand,your whole arm, and not just the cell phone,becomes a radio transmitter that sends and receives the cell phone signal and conducts it into the rest of your body. Putting reflective material on one side of the phone doesn't do very much. To the extent that it does anything, it makes the phone work harder and actually increases the amount of radiation instead of decreasing it. The designers of those products forgot to test them on phones that someone was actually holding. A. In 2000,testing by Consumers' Association in the UK showed that using a wired headset actually tripled the radiation to the brain. Instead of protecting the user,the wire conducts the radiation from the cell phone directly into the user's ear and brain.12 In addition,phones operate at greater power and emit more radiation when held below the level of the head. And if you operate one while it is in your pocket,it is irradiating your hip, colon, and reproductive organs while the headset is irradiating your brain. • Is it safe to keep a cell phone in my pocket when I'm not using it? That's what most people do. And total hip replacements have skyrocketed. Between 2000 and 2010 the number of annual hip replacements in the U.S.more than doubled, and the rate of hip replacements among people aged 45-54 more than tripled.13 Rates of colon cancer among Americans aged 20-54,which had been declining for decades, began to rise in 1997 when widespread cell phone use began. The rise has been steepest and began earliest(1995) in people aged 20-29: the rate of colon cancer in young men and women aged 20-29 doubled between 1995 and 2013.14 Rates of prostate cancer have been rising worldwide since 1997.15 The number of cases of prostate cancer among Swedish men aged 50-59 was stable for decades until 1996 and rose ninefold between 1997 and 2004.16 The incidence of metastatic prostate cancer among American men under 55 increased 62%between 2004 and 2013, and nearly doubled for men aged 55-69 during the same period.17 Several studies have found that men who keep their cell phones on standby in their pocket or on their belt lower their sperm count by up to 30 percent.18 A study conducted from 12 "Special Report: The Ring of Truth." Women in their twenties and thirties who keep their cell phones in their bras are getting a distinctive type of breast cancer directly underneath where they keep their phones 21 How far does the radiation from my cell phone travel? The signal goes out forever. It does not just travel to the nearest cell tower, and it does not travel in only that direction. It goes on forever, in all directions, as long as there are no hills or objects in the way. It pollutes your entire neighborhood and it travels upward to the sun and stars. It just keeps on going. Those few people who owned an analog cell phone back in 1996 may remember how far apart cell towers used to be. As long as there were no hills in the way,you used to be able to get a signal from 90 miles away. The only reason cell towers have to be so close together today is because a single tower can only serve a limited number of people. The more users,the more towers have to be built. Also the more bandwidth, the more towers have to be built: using cell phones as computers and not just phones means there have to be a lot more towers. That, and the fact that digital signals are more subject to interference than analog signals. But the radiation still goes on forever. Isn't it my choice? The radiation is out there anyway, so why shouldn't I use it? I need my cell phone. There are so many cell towers everywhere today that it is easy to assume you are not making anything worse when you make a cell phone call—that all you are doing is tapping into what's already out there, like putting one more automobile onto an interstate highway that has already been built. 19 G. When everyone's phone is turned off,the cell towers are operating at minimal power on one setup channel that has to broadcast at all times in case someone wants to make a call. Things are a little more complex today because more frequencies are in use but that is the basic situation. What happens when you turn on your phone and make a call is that the nearest cell tower has to turn on a voice channel just for you, which also broadcasts in every direction and also pollutes the whole neighborhood and goes on forever out into the universe. If you have a smart phone and use the Internet the cell tower also opens up a data channel just for you. And in order for you to reach the person you are calling,the cell tower nearest to him or her also has to open up a channel just for that person and send radiation in all directions and that person has to answer their phone and send more radiation in all directions. And on weekdays during the evening commute, and all day Saturday and Sunday,when everyone in the world is on their phone, every cell tower has hundreds of channels operating on hundreds of frequencies and emits much more radiation than late at night when everyone is off their phone. When your phone is off, multiple cell towers are quieter. When you are using your phone,you are polluting your own and at least one other person's neighborhood. I only keep my phone for emergencies when I travel. That has minimal impact, right? The other thing that happens when you make a call is you are demanding service. When you turn on your phone in a remote location where cell phone service is poor or non-existent, your provider registers that as a request for service. If it gets enough requests for service in that location, it will build a cell tower there. Even in a city,when more people make calls at the same time than there is capacity for in the nearest tower, or when everyone starts using more bandwidth or gets more apps than the tower can handle, calls start to be dropped, each dropped call is registered as a request for service, and soon your city has applications for even more cell towers to handle the increased traffic. I got sick from a smart phone. My flip phone is much safer, right? Smart phones didn't come among us until 2004. But the first wave of digital,voice-only cell towers in the United States in 1996 killed at least ten thousand people in a matter of months,22 and millions more from diabetes,heart disease, and cancer in the succeeding years 23 How did the Cellular Phone Task Force get its name? Pelda Levey and I named our organization the Cellular Phone Task Force in 1996 with several purposes in mind, foremost among them being that the threat to our world that we were facing was and is the cell phone. The U.S. Court of Appeals for the D.C. Circuit issued the mandate on Aug. 13, 2021, when it ruled the FCC failed to consider the non-cancer evidence of adverse health effects related to wireless technology when the agency determined its 1996 health and safety guidelines regarding wireless-based technologies adequately protected public health. The ruling stemmed from CHD's historic win in a case challenging the FCC's decision not to review the 1996 guidelines. The FCC has taken no action to comply with the court's ruling, prompting CHD to threaten further legal action. Scott McCollough, lead attorney for CHD's historic case and author of the petition, said CHD submitted a petition — rather than a request— because a petition "is something to which they must respond," according to administrative law. CHD's petition said: "The Commission cannot just sit on this matter any longer...Any continued non-action will violate the judgment and mandate and expose the Commission to further judicial review and, ultimately, a mandamus order requiring action." CIn its 2021 decision, the court said the agency must also address the environmental impacts of RF radiation and the"impact of RF radiation on children, the health implications of long-term exposure to RF radiation, the ubiquity of wireless devices and other technological developments that have occurred since the Commission last updated its guidelines." McCollough, a telecommunication and administrative law attorney, told The Defender: "The FCC needs to receive all the evidence and science regarding the biological effects of RF radiation and deal with it in good faith. "The agency must recognize that its current guidelines need to be changed to reflect reality." 'FCC cannot responsibly ignore this science any longer' CHD's petition is the latest legal move in an ongoing battle stemming from the FCC's 2019 ( decision to not update its 1996 RF exposure guideline and to terminate a legal inquiry process of examining the scientific evidence of adverse biological effects of RF radiation. The FCC maintained that no further inquiry into scientific evidence was necessary and that its 1996 RF exposure — or emission — guidelines were sufficient for protecting the public against harm. 'The best available scientific evidence, including our consideration of the opinions provided by expert U.S. federal health agencies, supports maintaining the existing RF exposure limits,"the agency stated in November 2019. In response, the CHD and other petitioners, including the Environmental Health Trust, sued the FCC and filed 11,000 pages of evidence of harm from 5G and wireless technology, which they alleged the FCC had ignored in rendering its 2019 decision. The U.S. Court of Appeals in 2021 sided with CHD, calling the FCC's 2019 decision "arbitrary and capricious" because it failed to consider the non-cancer evidence regarding adverse health effects of wireless technology. The court noted that the FCC failed to respond to approximately 200 comments on the record by people who experienced illness or injury from electromagnetic radiation „ „ n/to/nn G.1O T r sickness. Moreover, the court said the FCC"completely failed to acknowledge, let alone respond to, comments concerning the impact of RF radiation on the environment...The record contains substantive evidence of potential environmental harms." It has now been three years and more than three months since the FCC's 2019 decision, CHD's petition pointed out. "During that period even more scientific evidence has been published and it provides even more proof of a harmful biological response to RF exposures at and under the FCC's emissions guidelines,"the petition said. The Environmental Health Trust"arduously" uploaded all recent scientific studies to the FCC case's docket, "so the FCC is fully aware of these developments,"the petition said. "The Commission cannot responsibly ignore this science any longer," it added. FCC has to 'find a better balance' According to the petition, the FCC must address the environmental impact of RF radiation not only to comply with the 2021 court order— but also to comply with a looming deadline issued by the Council on Environmental Equality(CEQ), the federal agency responsible for developing the implementation procedures of the National Environmental Protection Act (N EPA). In 2020, CEQ issued a set of revisions to its Protection of the Environment rules that require the FCC to consult with CEQ on the environmental impact of RF radiation and provide an opportunity for public review and comment by Sept. 14, 2023, the petition said. "The FCC's emission rules [about RF radiation] have always been purely about human exposure," McCollough said. 'They do not address limits for exposure to birds, bees, trees, etc.," He added: "But the CEQ rules —which they have to update to match — make plain that NEPA procedures are all about [the] impact to the entire human environment, not just humans." "So in order to comply with the CEQ mandate, they [the FCC officials] have to update their emissions rules to reflect [the] impact on the human and non-human aspects of n/Ioinn e.no T the human environment...and the science is telling us RF is harming not only people but also wildlife, trees and especially pollinators." McCollough acknowledged that it will be a big task for the FCC to address the scientific evidence of the biological impacts of RF radiation on humans and the environment. The FCC's job is to efficiently oversee the radio spectrum as a public resource to deliver communications — but it also has a human safety mandate, he said. The issue is, "How are they going to balance those two priorities?" NEPA also requires the FCC to assess environmental impact, so that imperative constrains them as well, McCollough noted. "We're not asking them [FCC officials] to turn off all the radios," McCollough said. 'We're asking them to find that balance where you can still deliver reasonable communication service — but not make people sick and not destroy the environment, not kill all the pollinators." The lawsuit, filed April 8, alleges the cancer was caused by exposure to cell phones' radiation and that the telecommunications industry has engaged for decades in fraudulent practices to hide the health risks of cell phone radiation. The lawsuit was brought by the widow and two sons of Frank Aaron Walker, a pastor, teacher and musician from Louisiana. Mr. Walker, who used cell phones for 25 years, was diagnosed with glioblastoma brain cancer in January 2019. Walker died Dec. 31, 2020, at the age of 49, after a two-year battle with this cancer. The case "April Marie Walker, et al., v. Motorola Mobility, LLC, et al."was filed in the U.S. District Court for the Western District of Louisiana. The family is represented by Lundy, Lundy, Soileau & South, LLP, one of the leading personal injury law firms in the country, and by Robert F. KennedyJr., chairman and chief legal counsel for Children's Health Defense (CHD). The defendants in the case include Motorola Mobility, LLC; Motorola Solutions, Inc., Motorola, Inc.; AT&T Mobility LLC; ZTE Corp.; Cricket Communications LLC; HMD Global Oy; the Cellular Telecommunications and Internet Association; and the Cellular C._ Telecommunications Industry Association (CTIA). According to the lawsuit, a central figure in the furtherance of this activity is Tom Wheeler, the former Federal Communications Commission (FCC) chairman who was also the CEO of the CTIA. In 1993, when Wheeler worked for CTIA, he announced a $25 million research program to prove that cell phones are safe. The lawsuit alleges that in 1999, when the head of the research program disclosed that the studies showed evidence of health concerns, CTIA started a campaign to discredit the work of the man they chose to spearhead their research and they hid the results from the public. --.s . _;;.. The Plaintiffs allege that the telecom industry has misrepresented the scientific evidence, suppressed credible evidence and concerns and has conspired to conceal or alter results of studies. The lawsuit claims that"researchers who discovered adverse effects associated with cell phone use, lost their funding, were fired, found their reputation damaged, and had their work denigrated."The Complaint provides evidence of such industry actions stretching over decades. „,,„,„., r.t i r For example, in 1994, Henry Lai, Ph.D., presented to the CTIA, Motorola and other telecommunication companies the findings of a series of experiments he conducted cshowing DNA damage from radiation similar to that emitted by cell phones. The lawsuit claims instead of disclosing the findings to the public, the defendants conspired to "war game" Lai and his studies' results, attempted to prevent their publication and hired a public relations firm to discredit the findings. According to the lawsuit, the defendants then funded other researchers in an effort to disprove Lai's findings. However, when the defendants' own research confirmed Lai's findings,the defendants refused to publish the research. For example, when Jerry L. Phillips Ph.D., wanted to publish his study(which essentially replicated Lai's studies and reached the same conclusions), Motorola, which funded the study, pressured him not to publish and threatened to withdraw funding. When Phillips "refused to allow Motorola to 'spin' his research, Motorola cut Phillips'funding and threatened to discredit him in the scientific community." Patent applications show industry knew of potential harms r The lawsuit claims not only were the defendants aware of the mounting studies demonstrating adverse health effects caused by cell phones, they were also aware of solutions that could reduce the risk of harms. To support their claims, the plaintiffs provided a list of patents for cell phone safety devices obtained by the defendants. Even though these patents could have reduced the risk of sickness and death,the Defendants didn't incorporate these safety features into their cell phones. While in public communications the defendants have asserted that there is no evidence of harm, and that the radiation emitted by cell phones is not biologically active and therefore cell phones are safe, the patent applications reveal evidence of the defendants' knowledge of the potential harms. One of the examples provided by the plaintiffs is a patent received by Nokia in 1998 for a shielding layer between the antenna and the user to reduce the irradiation of the cell phone user. The patent application reveals that Nokia was aware of potential harms of cell phones. Nokia's application states that the cell phone's antenna is located a few centimeters from the brain, the hearing organs, and the organ of equilibrium and that"it has been suggested that modulated RF radiation induces changes in the electrical status ... of nerve cells. A continuous localized exposure to radio frequency irradiation has been suggested to weaken cmyelin sheath of cells and to eventually lead to an impairment of hearing capability,vertigo, etc. It has been suggested that radio frequency irradiation may stimulate extra growth among supportive cells in the nerve system, which in the worst case it has been suggested could [lead] to a development of malignant tumor, e.g., glioma ..." SIGN UP Not the first lawsuit alleging cell phones cause brain tumors There are more than 70 cell phone brain tumor cases in the Superior Court for the District of Columbia (Civil Division). However, using numerous delaying tactics, the defendants in these cases —which include most cell phone manufacturers and service providers —were able to keep the cases in the courts for 20 years. The first of these cases, known as the Murray case, was filed in 2001. In 2012, for the purpose of conducting an evidentiary hearing, 12 additional cases were consolidated with the Murray case (Murray et al. v. Motorola et al.; 2001 CA 008479 B). This evidentiary hearing, also known as a "Daubert Hearing," is scheduled for July 2021. The hearing will determine which of the plaintiffs' experts qualify to testify in trial. The court will decide whether the experts' opinions are sufficiently based on scientifically reliable evidence. Lundy, lead counsel in the Walker case, whose firm also represents some of the plaintiffs who are part of the Murray et al. litigation. 11/10P14 C.14 I "The telecommunication industry has done all they could to prevent a 12- person jury from hearing the evidence on cell phone harms and how the industry manipulated the science to the detriment of consumers," Lundy said, explaining why his firm decided to file a new case, this time in a federal court. Lundy hopes the Walker case will move forward separately from the Murray cases, as it was filed in a federal court and therefore is not bound by the Murray cases proceeding. It is important to note that a series of court decisions held that section 704 of the 1996 Telecommunication Act preempts state tort laws allowing lawsuits for damages for personal injury from cell phones, cell towers and other personal devices. In Murray et al, the court held that only those who started to use cell phones prior to 1996 could bring personal injury lawsuits. Defendants ask court to disallow expert's testimony The most recent development in the Murray cases took place in March when the plaintiffs filed a 176-page expert opinion by Dr. Christopher Portier, who was director of the National Center for Environment Health at the Centers for Disease Control and Prevention (CDC). Prior to his appointment at the CDC, Portier was associate director of the National Institute for Health and Environmental Science and associate director of the National Toxicology Program (NTP). Portier was also a member of the International Agency for Research on Cancer (IARC) Monograph Working Group that classified radio-frequency(RF) radiation, including from cell phones, as a 2B "possible carcinogen." IARC is the World Health Organization's agency responsible for the classification of carcinogens. Portier's report concluded: "In my opinion, RF exposure probably causes gliomas and neuromas and, given the human and experimental evidence, I assert that, to a reasonable degree of scientific certainty, the probability that RF exposure causes gliomas and neuromas is high." As expected, the defense lawyers have asked the court not to allow Portier to be an expert witness in this case, claiming only evidence in existence in 2013 should be allowed. Government-funded studies link cell phone radiation to cancer, DNA damage The telecommunications industry and defendants in all the cases have good reasons to try and prevent Portier's expert opinion and post-2013 evidence from being admitted in the Murray cases. _r 1rl (1/10/l1A C.14 i According to the Walker lawsuit, since IARC's 2011 decision to classify RF radiation as a 2B possible carcinogen, more than 1,000 studies have been published showing extensive charms from this radiation, including studies that establish causal mechanisms of harm, DNA damage and carcinogenic effects. Especially important to the brain tumor cases is the publication in 2018 and 2019 of the results of the.U.S. government $30 Million NTP study which found "clear evidence"that cell phones cause cancer and DNA damage. The NTP is the expert agency on toxic agents. The Walker lawsuit quotes Dr. Ron Melnick, who led the design of the NTP study, who stated that the NTP results "should put to rest the old argument that RF radiation cannot cause DNA damage." The results of the NTP study were replicated in another study by the renowned Ramazzini Institute. The results of these two large-scale studies are especially important because when IARC in 2011 classified cell phone radiation as a 2B possible carcinogen, the agency explained that while there is epidemiological evidence that cell phones increase cancer risk, especially of brain tumors, more animal studies were needed to determine if the agency should assign a higher classification. The NTP study and the Ramazzini Institute study provide the missing link for a classification of a "human carcinogen" (Group 1) or at least a "potential carcinogen" (Group 2A) classification. Indeed, a paper published by IARC in 2019 stated that as a result of"new bioassay and mechanistic evidence," re-evaluation of the classification of RF emissions is warranted. The revaluation was assigned as a "high priority" and IARC said the reevaluation should be completed no later than by 2024. Favorable decision would protect children's health The court in the Murray cases will have to decide whether to allow Portier's expert testimony and post-2013 evidence, including the NTP study. However, the new Walker case will be able to present this evidence which is already part of the lawsuit. Commenting on the Walker lawsuit, Kennedy said: "For decades, the telecommunication industry has been using legal blackmail, media -r � (1/lO/'lA G.14 T control and its financial power to corrupt legislators, capture regulators and deceive the public regarding cell phones and wireless technology safety. We will prove evidence that will finally bring these outlaw companies to justice." The plaintiffs in the Walker case are asking for punitive damages, alleging the defendants acted with "oppression,fraud and malice." Children's Health Defense in 2020 sued the FCC claiming that the health guidelines adopted by the FCC in 1996, which deny harms from cell phones and wireless technology. are obsolete and that the FCC decision not to review these guidelines is not evidence-based and is an abuse of discretion. The petitioners in this case filed 11,000 pages of evidence showing profound scientific and human evidence of harm. The case is pending a decision of the U.S. Court of Appeals for the DC Circuit. "We hope that following a favorable decision in both these cases, our government agencies will adopt biologically and scientifically based health guidelines and force the wireless industry to develop and promote safer technologies and finally better protect the health of our children," Kennedy said. SATELLITES Today. . . On November 15, 2010, from a spaceport in Kazakhstan, a company named Lightsquared launched 4G communications into outer space. Aboard the largest,most powerful commercial communication satellite ever put into orbit are a 72-foot reflector, 500 separate spot beams that can be focused on any region of North America, and 11,900 watts of actual power. This satellite 2 is part of the company's plan to blanket the United States and Canada with ubiquitous 4G wireless broadband service. In addition to 40,000 new cell towers that the company plans to build over the next four years, the satellite will ensure that even areas not reached by one of these towers will still have coverage. "Never again,"writes the company, "will people have to worry about traveling out of the network or losing their connection. For the first time ever, people can enjoy universal network coverage, no matter where they are in the United States." Similar ventures have recently been launched in other parts of the world. "HYLAS 1 SATELLITE BLASTING OFF TODAY, WILL RAIN DOWN BROADBAND FROM ABOVE,"read a headline from the BBC. Owned by Avanti Communications, this satellite will offer high speed broadband connections and high definition TV to 300,000 households in Europe. Avanti has plans for more satellites that will serve Africa and Asia. The following month, on December 26, 2010, Eutelsat Communications launched Ka- Sat. Its 82 spot beams will offer high speed connections to 2,000,000 households in an area ranging from North Africa to southern Scandinavia to parts of the Middle East. . . . and yesterday Common wisdom has it that because satellites are so far away they can't do us any harm that satellites, in fact, are the way to have safe wireless technology. That this is not so was long suspected. By the 1970s scientists knew that radiation broadcast by towers on the ground can be trapped by magnetic field lines high above the earth and then amplified thousands of times. What would happen,they wondered, if radiation originating from satellites orbiting right in the radiation belts above the earth were similarly amplified?How might that affect life below? As far as we know,the Cellular Phone Task Force is the only organization that has actually been monitoring the effects of satellites on health. The first satellite phones went into operation on September 23, 1998 when Motorola's 66 low-orbit"Iridium"satellites began planet-wide service. One week later I surveyed 57 electrically sensitive people in the U.S., Canada, Ireland, Australia, Japan, and Sweden. 86%of us had fallen suddenly ill on that exact date,with typical symptoms of electrical illness such as headaches, dizziness, nausea, insomnia, nosebleeds, heart palpitations, asthma attacks, and ringing in the ears. Some of us were so sick we weren't sure we were going to survive. A look at mortality statistics published by the Centers for Disease Control revealed that a 4%to 5%rise in the national death rate occurred during the two weeks following the beginning of satellite phone service. During those same two weeks, thousands of homing pigeons got lost in races throughout much of the eastern two-thirds of the United States. In early December 1998 we again received telephone calls from people far and wide suddenly ill, asking again what had changed in the world. I did some checking. Orbcomm, the second of the low earth orbit (LEO) satellite fleets, had gone commercial on November 30. Its 28 satellites, orbiting 500 miles up,had begun providing wireless data service everywhere on earth. F 3 Then, in late July 1999, and for several weeks thereafter, we again received inquiries from people who were certain the earth felt different again. A third company, Globalstar, had achieved global coverage on July 25 with 32 satellites and its system was undergoing full testing. By March 2000, we reported that the number of low orbit satellites providing digital wireless services to penguins was up to 155. Radio astronomers were screaming that their telescopes were being blinded and they could not see the stars. "It is vital that we take action!" said Dr. Woodruff T. Sullivan III, one of the organizers of a radio astronomy symposium held in Vienna in July 1999. In 2001 a team of Ukrainian scientists warned that communication satellites were dangerous, especially those equipped with spot beams that can provide great amplification. This review of Russian and Ukrainian research by N.K. Kositsky et al. was published by the Cellular Phone Task Force. They wrote: Observed higher resonance frequencies of a living cell coincide with frequencies of radiation of communications satellites. The power densities and duration of irradiation created by these satellites will significantly exceed(by ten or more orders of magnitude—such irradiation is possible over the course of a whole lifetime)—the energetic doses inducing changes in living cells. They warned that we radiation from satellites may cause"changes in cell structures and physiological processes, genetic changes, and alteration of psychophysiological conditions and behavior." But radio pollution of earth and space continued to worsen. Globalstar launched full commercial service on Monday, February 28, 2000. After a year and a half in bankruptcy, Iridium resumed full commercial service on March 30, 2001. Several weeks later a catastrophic wave of spontaneous abortions spread among race horses in at least eight states and several countries. On June 5, 2001, Iridium, which had previously provided only voice transmission, added data services and connections to the Internet. Each of these events was accompanied by worldwide illness, consisting of nausea, flu-like symptoms, and feelings of oppression, lasting for about three weeks. After 2001, satellite phones did not changed much for eight years. The early players— Iridium and Globalstar—went bankrupt, but have continued raining down microwaves year after year, courtesy of government subsidies and military contracts to supply satellite phones to soldiers. At present, companies desiring to place a Smart Phone in the hands of every man, woman and child on earth are enlisting the aid of a new and more powerful generation of satellites. CELL PHONES... CELL TOWERS Today. . . The iPhone-4 went on sale April 20, 2010,the Droid X on July 15,2010. These are the gadgets that are creating the need for new satellites and hundreds of thousands of new cell 4 • towers. It's called 4G wireless, and its speed and capabilities are mesmerizing the world. With "ordinary" cell phones one can only talk and text,and not at the same time; 4G phones can handle any combination of voice, internet access,music, video games,TV reception and video streaming simultaneously. And they can do everything about 3,000 times as fast. Most people don't think about the consequences of owning these "Smart Phones"— namely, that they use up hundreds of times more bandwidth on cell towers. And because most people leave their Smart Phones on all the time,they use up bandwidth even when no one is using the phone. This means that existing networks of cell towers that provide complete coverage for ordinary cell phones are totally inadequate for Smart Phones. Where a company used to need five towers to serve its customers, it now needs a hundred, and it needs to build them as fast as possible because people are buying up the new devices as fast as companies can sell them. They are also causing more illness than older phones used to cause. In fact, Smart Phones are proving so much worse for health and environment that many people have forgotten how lethal even"ordinary" cell phones are. . . . and yesterday In the late 1990s, after cell phones had been in general use for several years, teams of scientists in many countries began to investigate what happens to nearby residents when cell towers are erected in their neighborhoods. The answers were disturbing. In France, Santini et al. reported that the health of over half the exposed population was negatively affected. Unexpectedly the radiation seemed to hit young adults in their twenties and thirties the hardest. Among this age group, 53% of those who lived within 300 meters of a cell tower had disturbed sleep, compared with only 12.5% of those who did not live near a cell tower; 82.4%had fatigue, compared with 25% of those with no tower nearby;57.6%had headaches, compared with 18.2% of those with no tower nearby. Surveys with equally alarming results have been conducted in Poland, Austria, Spain, Germany and Cyprus. Dutch researchers found the same set of symptoms in volunteers exposed under laboratory conditions. In Egypt, after the first cell tower in Menoufiya governorate was built, researchers surveyed residents who lived nearby: 28.2%were suffering from memory loss, 23.5% from sleep disturbance, 23.5%from headaches, 21.7%from depression, 18.8%from dizziness, 9.4% from tremors. The numbers from elsewhere in Menoufiya were 5%, 10%, 10%, 8.8%, 5%, and 0%respectively. The studies referred to above looked at everybody who lived in the vicinity of cell towers. The finding of the same pattern of illness in up to three-quarters of cell phone users, in study after study throughout the world—Sweden,Norway, Egypt,Poland, France, Saudi Arabia, China, Singapore, Turkey—exposed an open secret: everyone is harmed, not just a select few. "Ordinary" cell phones turn out to be one of the most significant burdens on public health in the world today. C 5 In both Europe and North America,the downturn in public health happened quite suddenly during 1996 and 1997. In Sweden, antenna towers for 1800 MHz cell phones were built during the latter part of 1997 throughout the country in the space of a few months. 011e Johansson and Orjan Hallberg analyzed health statistics. They found that the number of Swedish workers on sick leave, which had been declining for a decade, suddenly began to rise in August 1997 and more than doubled during the next five years. During the same period of time, sales of antidepressants doubled. The number of traffic accidents, which had been declining for years, also began to rise. The number of deaths from neurological disease began to rise, and two years later deaths from Alzheimer's disease, which takes time to develop,reversed a declining trend, doubling during the next three years. In the United States, I analyzed weekly mortality data for 122 U.S. cities, obtained from the Centers for Disease Control. In each of 19 of the largest cities, a 10-25 percent increase in mortality occurred, lasting two to three months—as though a disease epidemic had swept through—beginning in the exact week of 1996 or 1997 in which that city's first digital cell phone network began commercial service. It was in response to that emergency that the Cellular Phone Task Force was founded. DISTRIBUTED ANTENNA SYSTEMS As indicated above,the use of Smart Phones is causing all the cell phones companies to run out of tower capacity. Where previously a company needed one tower for every thousand cell phone customers, it now needs a tower for every hundred Smart Phone customers. This is creating problems for both telecom companies and zoning boards,because existing zoning laws simply cannot accommodate the need. City staff doesn't have the manpower to process a hundred applications at once, and zoning boards that meet once a month don't have the scheduling time to hold a hundred separate hearings in a year. Yet the citizenry are complaining that their Smart Phones are dropping calls, and there are dead zones. To address this problem, entrepreneurs have invented a new marketing strategy. They link hundreds of cell towers together with fiber optic cable and sell them to a city as a single project, after first convincing the city—often by threatening legal action—to revise its telecommunications ordinance. The new ordinances, which are being adopted all over the country, allow zoning boards to approve hundreds of towers en masse by a single vote after a single public hearing. The operative word is"franchise." Cities are allowing these companies to purchase a telecommunications "franchise," after which they are permitted to install unlimited numbers of towers in the public.rights of way with no further applications, hearings, or notice to the public. Residents are waking up to find that their entire village,town or city has suddenly been plastered with antennas, affixed to the top of existing utility poles standing in the streets in front of their houses, as well as on private easements in residents' front, side, and back yards. The ugly secret is that the antennas on these forests of short poles—which are being sold to uninformed zoning boards as "low power"—are not much less powerful than antennas used to be when they were spaced far apart on tall towers. 6 These entrepreneurs have named their new product"distributed antenna systems."The companies, called NextG Networks,NewPath Networks, and Extenet Systems, are really stand- ins that take the heat for telecom providers that don't want to face the public opposition. And the public has been strongly opposed. Everyone wants their Smart Phones, but no one wants the towers necessary to make them work. So these companies have come into New Orleans, Philadelphia, Los Angeles, Atlanta and other cities, lied to the public,held single public hearings, commandeered hundreds of utility poles, leased the new antennas back to AT&T, Verizon, T-Mobile and Sprint, and then departed, leaving sickness and bewilderment in their wake. WIFI... MIFI WiFi, invented in 2001, rapidly became so popular that within a very few years it became difficult to find any hotels or cafes anywhere in the country that had not installed it for the use of their customers. It soon was even difficult to find hospitals that had not installed it for the use of their patients. WiFi typically blankets an area extending for 100 yards in every direction with a cloud of microwave radiation that anyone can tap into with their laptop computer. Just a few years ago, WiFi was an optional addition to one's computer setup for which one had to pay extra. Today it is standard equipment, and it is no longer possible to buy a computer modem that does not have a WiFi antenna already installed and operating. Those who do not want the radiation in their homes or businesses may have to spend considerable time and effort finding out how to turn off the WiFi in their modem. The result is that almost everyone who owns a computer has WiFi whether they know it or not, and anyone who lives in a residential neighborhood is commonly bombarded with a dozen or more WiFi signals from neighbors who may not even be using them. As if avoiding fixed WiFi hotspots wasn't enough, in June 2009 Novatel Wireless introduced a mobile WiFi device, called"MiFi."This personal device, which anyone can carry in their pocket, communicates directly with cell towers just like cell phones, turning the incoming waves from the tower into a wireless internet signal with a useful range of 30 feet. In 2010,the Droid X became the first Smart Phone with a built-in WiFi hotspot. On January 11, 2011, Verizon announced that its new iPhone would also have this capability, and soon Apple announced that all of its iPhones would soon have this feature as well. The forecast is that by the end of 2011 all Smart Phones will be walking WiFi antennas as well as cell phones, and that there will be no way to avoid exposure to WiFi except by avoiding human society. WiMAX For those wishing, or needing, to avoid exposure to microwave radiation, at least WiFi is mostly confined to the immediate vicinity of the homes or businesses that have installed it. Companies wishing to blanket entire cities with WiFi have previously found it difficult and expensive to do so. Being an unlicensed technology, it is subject to FCC rules strictly limiting the power level of each antenna. Until recently,this meant that even outdoor WiFi"hotspots" 7 had a range of at most a few hundred yards, and that laying a cloud of WiFi over a whole city required antennas in hundreds of locations. However, in late 2009 the FCC auctioned off spectrum in the 2.5 Ghz band for a new licensed service that does not have to comply with these limits. Antennas on a single tower now have a maximum range not of hundreds of yards,but of over 30 miles. This new technology is called, appropriately, WiMAX. With such an FCC license, a company called Clearwire Communications plans to establish service nationwide, laying a cloud of WiFi over not just individual cities, but over the whole United States. Further, in 2011 Clearwire intends to begin selling its own"4G" Smart Phone that will transmit voice, data, movies and live video over its same WiMAX network. On February 17, 2011 Clearwire announced that it had already built 14,500 "4G"towers, which reached approximately 119 million people in the U.S. SMART METERS The year 2010 also saw a general invasion of"Smart Meters" onto private properties across the nation—not only in those areas where utility companies had been slowly automating their meter reading for a few years,but as part of a stepped up nationwide plan for energy efficiency that is being coordinated from Washington. Consumers are not being allowed to opt out. Automated reading of water, gas and electric meters has been coming gradually into use over the last several years. Utility employees.no longer have to come to the customer's house once a month to manually read the new meters. Instead,they now drive quickly through the neighborhood to read all the meters at once with a remote device that they carry in their truck. Even though this is done only once a month, each meter on a customer's house is programmed to emit a microwave signal continuously, typically once every fifteen seconds, broadcasting consumption data day and night that can be read from at least a quarter of a mile away. The"Smart Grid,"mandated by the Energy Independence and Security Act of 2007, is now intensifying this system. The idea is that if electricity usage in every household and business is continuously monitored and transmitted in digital form to central computers, energy efficiency will be promoted. Power will be automatically distributed where and when it is needed. Electricity use will be billed at different rates based on time of day and season, encouraging consumers to reduce their energy use during times of peak demand. Multiple layers of wireless technology are necessary for this to work. Antennas are added to utility meters to transmit information about overall energy usage. Additional antennas are installed on consumers' washing machines, clothes dryers and air conditioners, turning them into "smart appliances"that communicate directly with the power company's computer, which can turn appliances on during times of low usage, and off during times of excess demand. Hundreds of more powerful antennas are placed on utility poles that are distributed throughout the city. Similar to a Distributed Antenna System,this network is necessary to relay all the information between customers' premises and the power plant. L 8 Because"Smart" electric meters are directly connected to the wiring in customers' homes,the radio frequency energy they emit not only travels through the air,but is conducted into the wiring and surrounds customers in their homes. Reports of sleep disturbance,headaches, dizziness, nausea, fatigue, shortness of breath, heart palpitations, ringing in the ears, memory loss and difficulty concentrating are widespread. NO MORE LIGHTBULBS Ordinary incandescent bulbs will soon be banned from sale. Like the"Smart Grid,"this is also being done in the name of energy efficiency. And it is also bad for our health. The only available substitutes for most ordinary indoor lighting are compact fluorescent lamps (CFLs). These are being promoted as a"green" alternative because they use only one-third to one-fourth as much electricity to produce the same amount of light as an incandescent. However, CFLs produce radio waves and have become one of the main sources of"dirty electricity" in homes, schools, businesses and public buildings throughout the world. There is no mystery about why they emit radio waves. Ordinary fluorescent lamps suffer from an objectionable flicker, and in order to eliminate the flicker,manufacturers have inserted a device called a radio frequency ballast into every compact fluorescent bulb. This ballast converts house current, which reverses direction 60 times a second, into current that reverses direction 50 thousand times a second—thus eliminating the flicker but sending radio frequency energy throughout your house. CFLs are bad for the environment in other ways as well. They contain mercury and mercury vapor, and there is no safe way to dispose of them when they wear out. Just as important for many people is that the light that CFLs give off is harsh. Whereas incandescents produce a smooth spectrum of light like the sun, CFLs emit only at discrete frequencies. LED lighting,touted by some as another energy efficient alternative, is directional, not suitable where uniform lighting is needed, and is just as unnatural in emitting much of its light at discrete frequencies. Yet, with no healthy alternative available, governments throughout the world are banning incandescents. Australia was the first, prohibiting sales of all ordinary incandescent bulbs as of November 1, 2009. The European Union banned incandescents of 100 watts or more as of September 1,2009, and 75 watt bulbs as of September 1,2010, with 60 watt bulbs to be banned on September 1, 2011 and lower watt bulbs on September 1,2012. Canada plans to prohibit the sale of incandescents by 2012. In the United States, the Energy Independence and Security Act of 2007 requires 100-watt incandescents to be prohibited in January 2012, and 40-watt bulbs in January 2014. Many consumers are understandably stockpiling lightbulbs. NO MORE LANDLINES On February 8, 2011 the Federal Communications Commission took the first step toward doing away with telephone lines altogether. The telephone network is outdated, said the Commission, and will be entirely replaced by the Internet during the coming years. "Broadband 1 9 serves the same role in the 21 st century that telephone service served in the 20th century," said FCC Chairman Julius Genachowski. As a first step toward making this happen, the FCC is proposing to re-allocate money from the Universal Service Fund,which comes from a surcharge on every customer's telephone bill, and which until now has subsidized telephone service in rural communities,to instead pay for the development of broadband in those communities. The Notice of Proposed Rulemaking, released on February 8, states that"ubiquitous broadband infrastructure has become crucial to our nation's economic development and civic life." "Networks that provide only voice service are no longer adequate for the country's communication needs" and should no longer be subsidized, wrote the FCC. Once this proposal is published in the Federal Register, the public will have 30 days to submit comments. The purpose of this report is to give a general overview of the environmental threats associated with the wireless revolution,and an in-depth review of 70 years of research into the health hazards of microwaves. The lack of an adequate review of the literature until now has led to the incorrect perception that the scientific evidence is contradictory and inconclusive. In fact the scientific evidence is consistent and overwhelming. Satellite systems In 1957 there were no artificial satellites in the sky above us. Today there are thousands. The list of countries that have launched satellites to date is huge: the United States, Canada, Mexico, Brazil, Argentina,France,.Germany,Norway,Sweden,Spain,England,Russia,Turkey,China,Japan,Indonesia, India, Thailand, Korea, Malaysia, Australia, New Zealand, Tonga, the European Community, Eastern Europe,the Arab League,Pan-Asia,and Intelsat(125 nations).Multinational corporations are sending up r. fleets. Even small private entrepreneurs are filling up the heavens with smaller, cheaper hardware. Whether a cellular phone company wants to provide global service, or a rancher in Australia wants to know the whereabouts of his cows,satellite technology will do the trick. Ground based towers The existing network of ground based antenna systems is not good enough. The telecommunications industry says it will need 270,000 more facilities immediately just in the United States(Microwave News, May /June 1996, p. 10), and comparable numbers elsewhere in the world. These are going up on lampposts and apartment buildings in cities, and on fresh eyesores throughout the suburbs, countryside and wilderness. In addition, satellite systems, which shine very weakly on us, need to communicate with their own network of powerful earth stations.These stations will proliferate along with the satellites. Pandora's box Until recently almost all radio transmitters have been fixed and their range limited.The addition of more broadcast channels and new types of communication devices did not change that.But with the advent of cellular technology, all limits have been lifted. Telephones are no longer just communicators but also transmitters, and they are mobile. Suddenly every human being is a potential source of radiation. Suddenly electronic communication is a human right. Suddenly fixed transmitters and satellites are being built to accommodate mobile human beings,rather than the other way around. Electromagnetic pollution will no longer remain concentrated in population centers, nor will radio transmitters be confined any longer to non-residential zones. In the space of a year or two, unless the people put a stop to it,this form of pollution will be spread more or less evenly over every square inch of the world. The power is small,but the reach is unlimited. There are among us today television towers that broadcast with a radiated power of 5 million watts.How much damage could the radiation from cellular equipment do by comparison? one might ask. Each antenna on a rooftop or tower generally emits less than 1000 watts,with 10-150 watts being the norm for lampposts and the sides of buildings. The answer is surprising. If you live 10 miles from a 5 mil-lion watt television station,you will receive more radiation from a cellular antenna that is on a lamppost on your block than you will from that TV station. And by U.S. law, a 5 million watt TV station must be separated from other stations of similar frequency by a distance of at least 175 miles.Cellular transmitters are far less restricted:they can and will proliferate without limit.And they can and will increase their broadcast power if it is profitable to do so. The new legal limit is 3500 watts per channel per transmitting station,with no limit at all on the number of channels or the number of towers or the number of companies broadcasting in the same area. Television signals also do not reach beyond line-of-sight from the tower, and are blocked by hills and buildings.The cellular transmitter is going to be right there where you are,anywhere on earth.You are no longer going to have the option of limiting your radiation exposure by living distant from antennas. Health hazards Microwave radiation is dangerous. As everyone knows, high levels will cook you. Low levels will also harm you in other ways. Another type of radiation that coming from electric power lines has been much more in the news in previous years.There is now a growing scientific consensus that the 60-cycle radiation from power lines is dangerous and can cause cancer,leukemia and other diseases.Fortunately the distribution of electricity is not yet wireless,and most of the earth's surface is still remote from high-tension wires. Power line radiation(50 or 60'cycles per second,or hertz)is especially harmful because it is close to the frequency of brain waves. Microwave radiation is especially harmful be-cause the wavelengths are smaller than our bodies.This radiation is therefore selectively absorbed by our bodies. Smaller waves are better absorbed by smaller body parts and smaller people(children). Cellular transmitters are not only going to be more common than any transmitters have ever been before, they are also broadcasting at the most dangerous frequencies. And this radiation will be doubly dangerous because all the new technology is going to be digital.Digital signals come in pulses, rather than continuously as is now the case,and pulsed radiation has been found by most investigators to be more injurious to living things at lower average levels of power than continuous radiation. Government safety standards In the United States the Federal Communications Commission has set standards of permissible irradiation of the general public. These standards are based on thermal hazards only, the assumption being that if microwaves aren't strong enough to cook you,they will do you no harm. For cellular telephone systems, exposure is permitted to power densities of 533 to 1000 µW/cm2(microwatts per square centimeter),de- pending on the frequency. These standards are at least ten million times the level which probably still exists over most of the surface of the earth, and at least ten billion times the level of microwaves we receive naturally from the sun and stars.They are also at least two hundred thousand times greater than what even most city residents have been exposed to until very recently (Tell and Mantiply 1980, Solon 1979,Zaret 1974,Szmigielski and Gil 1989). How high those levels eventually will go is anybody's guess. The danger,even if we didn't have epidemiological studies, is evident. We cannot expect to increase the irradiation of the entire earth 1000-fold or more virtually overnight without health effects and without massive biological consequences.Indeed this technology is more invasive than virtually any other and-has the potential of causing worldwide catastrophe. REVIEW OF THE LITERATURE The scientific literature is full of thousands of studies of the health effects of microwaves at power levels of 1-10 mW/cm2. I will not review those here. Supposedly those levels of expo-sure are not enough to cause heating of the body,yet the defenders of the 1 mW/cm2(1000 µW/cm2)safety standard dismiss any effects shown at those levels as heating effects.The absurdity of their position seems to escape them. But I will bypass their entire argument by only reviewing studies that show health effects at exposure levels of 500 µW/cm2 or less all the way down to.0000000026 µW/cm2. Contrary to general belief,this body of literature is consistent and not contradictory.Microwaves impact most obviously the nervous system and the heart.There is generally not a linear dose-response effect,and there is not a threshold below which there is no effect.An effect seen at low intensity will not necessarily be seen at high intensity, nor vice versa. Because the impact is cumulative, short-term experiments will not give the same results as long-term experiments.Often more than one type of effect will be seen in the same group of experimental subjects;therefore averaging the results may lose information.In light of all this, the kinds of studies that are doomed to obtain negative findings are those done at high intensities, short term, looking for thresholds and linear dose-responses, and averaging all their data. In this is consistency also. Some of the early animal experiments have been criticized because metal objects near the animals may have distorted the field and increased their radiation dose beyond what was reported. However,the more recent work(since the mid 1970s)has all been done in carefully shielded enclosures with no metal wires or objects,and has produced the same results.In any case,what we are trying to gauge here is the effect on human health, and none of us live in shielded houses devoid of wires or metal objects. The earliest research is therefore just as relevant to the human situation as the most recent,if not more so. 1.The nervous system Radiation sickness. Symptoms that may occur include headache,fatigue,weakness,sleep disturbances,irritability,dizziness, memory difficulty, emotional instability, depression, anxiety, sexual disorders, skin markings, rash, burning sensation in the face,acrocyanosis(blue fingers and toes),sweating,tremors,accentuated tendon reflexes,decreased abdominal reflexes, unequal pupil size, and unstable pulse and blood pressure.These symptoms were consistently found in con-trolled studies of workers exposed to various frequencies of microwaves on the job,by: Sadchikova (1960) in a clinical study of 525 workers ex-posed to microwave generating equipment. Those exposed to hundreds of microwats per square centimeter or less had symptoms more often than those exposed to higher intensities. Sadchikova(1974) in a clinical study of 1180 workers. Here too those exposed to lower intensities had more frequent symptoms than those exposed to higher intensities. Certain types of changes,for example hypotension and bradycardia,were more frequent at high intensities. Klimkova-Deutschova(1974)in a clinical study of 530 workers from 29 places of employment. Baranski and Edelwejn (1975) in a study of workers in the Military Institute of Aviation Medicine, Warsaw. Zalyubovskaya and Kiselev(1978)in a clinical study of 72 engineers and technicians. Bachurin (1979) in a clinical study of 100 television, radio, and other workers exposed to 20-60 µW/ cm2 and up to 100 µW/cm2 on occasion.Photophobia was also noted in an occasional worker. Sadchikova et al. (1980) in a clinical study of 50 industrial workers exposed to several hundred µW/ cm2. Huai(1981)in a clinical study of 841 workers in 11 factories and institutes,including 238 people exposed to less than 50µW/cm2. Gorbach(1982)in a clinical study of 142 workers exposed to microwave equipment. Trinos(1982)in a clinical study of 2247 workers at 2 industrial plants. Markarov et al.(1995),in a clinical study of 53 workers exposed to regular low-dose radiation. Several cases of psychosis have been described in workers with objective signs of radiation sickness. These patients developed symptoms of mania and paranoia that did not fit the pattern for schizophrenia and were treatable only by removal from exposure to radio waves(Chudnovskiy et al. 1979). Baranski and Czerski(1976)wrote,"The pathogenesis of these syndromes may be controversial but their existence can-not be denied. Similar observations were made by Miro in France, and in the United Kingdom and the United States, according to a personal communication made by Mumford to Seth and Michaelson"(p. 168). Sensory thresholds. Bourgeois (1967), in an experiment with 36 young men 18-25 years of age, found that a two-minute exposure to 500 µW / cm2 of 1000 MHz radiation significantly lowered their auditory threshold, i.e. made them more sensitive to sound.Both continuous and amplitude modulated waves had this effect. Lobanova and Gordon (1960), in a clinical study of 358 workers 20-35 years of age occupationally exposed to low-level microwaves,found that a majority had either abnormally high or,more often,abnormally low sensitivity to odors. A change in olfactory sensitivity was found to be one of the earliest signs of microwave influence. Baranski and Czerski (1976) review several studies which show that chronic microwave exposure also decreases auditory,visual,and skin sensitivity,both clinically and in EEG studies. EEG. Changes in the electroencephalogram show a generalized inhibition of the central nervous system as well as certain specific pathological patterns. In addition to general inhibition, Klimkova-Deutschova(1974) found small but specific changes in the EEG of many workers exposed to microwaves in the 3-13 centimeter band.This included synchronized slow waves of high amplitude, similar to those seen in epileptic seizures. Why is that of interest to anyone but meteorologists? It's not, except that eight out of every 1000 children born in Brick since the radar station was built in 1994 are autistic. The Brick Township Autism Investigation (1), conducted in 1998 by the Centers for Disease Control and Prevention, uncovered 60 cases of autism spectrum disorder (ASD) among children aged three through ten in this town of 77,000 residents. As in much of the rest of the world, autism is increasing here. But the prevalence of both ASD and classic autism in Brick Township were found to be dramatically higher than normal in the 3-to-5-year-old age group, i.e., those born since 1994. Forward-thinking educators and parents have done a good job in recent years of tackling the difficult issues involved in protecting sensitive children from chemical contaminants, dyes, preservatives, and allergens in their food, medications, classrooms, and homes. However, an additional burden has been overlooked and even ridiculed as untenable as a factor in many children's profound neurological and behavioral problems. Some readers may react with disbelief to our suggestion that the Fort Dix Doppler might qualify for a place on the "radar screen" of those scientists who are puzzled by the local epidemic of autism. (2) The authors of this article are adults who are made extremely sick, sometimes incapacitated, from exposure to "normal" amounts of electromagnetic energy. We've seen some children respond as we do, as their well-meaning parents and teachers equip them with newer, faster, more powerful "safety" and communication devices, oblivious to the potential consequences for their children's health and development. We're not oblivious to these consequences because we ourselves respond directly and immediately, with debilitating pain, confusion, and neurological symptoms, to cell phones, cordless phones, computers, televisions, and other normal L 1 elements of today's home, work and school environments. And we are in increasingly good company. Gro Harlem Brundtland is director-general of the World Health Organization. A medical doctor with a master's degree in public health, as well as former prime minister of Norway, she has recently been speaking in public about her own sensitivity to computers, cordless phones and cell phones. Not only has she warned parents against allowing their children to use cell phones or microwave ovens, but she said that she herself has become so sensitive to the radiation that she does not allow anyone to enter her office with a cell phone turned on. "If you enter my office, you are invited by me. No one who is invited would like to give me headaches," she said at a news conference in Oslo on July 1, 2002, where she was attending an international conference on cancer. Awakening to the potential of electricity to affect children's health and development can be initially disheartening, because electromagnetic pollution is so inescapable, and its sources so often are "conveniences" for which we've eagerly expended considerable resources. It can also be empowering, because it gives parents and practitioners an additional tool and offers a new range of potential factors that may be influencing seemingly intractable health or behavior problems. Both of us went to school and were graduated from college before personal computers, cell phones, the Internet, and everything that goes along with them even existed. As environmentally sensitive people,, we feel lucky to have grown up before today's conditions became the norm. What Can We Do? Computers in the classroom are practically unquestioned now, and that is fine for the durable. However, our society should provide computer-free classrooms for those vulnerable children for whom this is a necessary and effective accommodation. In schools where wireless computers—or regular computers with wireless keyboards/mice—are installed, even a computer-free classroom will not be an effective intervention for a child whose Attention Deficit Hyperactivity Disorder or Obsessive Compulsive 2 Disorder is triggered or exacerbated by electromagnetic radiation. (f"-- This is because the microwave frequencies used by these technologies, identical to the frequencies used in a microwave oven, pass through walls and do not respect the boundaries of classrooms. What we suggest runs counter to the prevailing educational trend, which is to throw more and more computer-enabled devices at physically and developmentally disabled children in an effort to improve their functioning, without any consideration of the potential effects of the extra radiation on their developing nervous systems. When adult populations were sampled within the last year for the prevalence of electrical sensitivity, estimates by researchers varied from-1.5% (Stockholm, Sweden) to 3.3% (state of California) to 7% (Marin County, California) of the population. One patient group in Germany puts the number as high as 15% of the German population. Nobody knows exactly, because this is an isolating, disabling, and ridiculed problem that is still in the public health "closet," along with most of its victims. Children are the most vulnerable segment of the population. They are also the most unaware of the potential effects of this invisible and largely unacknowledged pollutant coming from equipment that is so fervently sought by their peers and esteemed by their parents and teachers. Medical facilities, also, are sites of electronics' proliferation. The growing field of medical telemetry uses wireless technology to monitor the vital signs of hospital patients. But also, in hospitals, nursing homes, day care and elder care facilities, mental health institutions and group homes, remote monitoring of patients is in increasing use, not only for medical purposes, but simply to cut back on personnel costs. New automobiles have much larger electromagnetic fields than they had ten or twenty years ago. This is due to multiple computer-controlled operating systems, GPS satellite-tracking devices, digital dashboard displays, and, commonly, a cell phone constantly charging in the car. The situation is not hopeless. L 3 At home, every parent can easily do the following experiment: tonight, before your family goes to bed, unplug all of these items you may have in your home: the TV, the computer, the base unit of the cordless phone, the entertainment center, and the baby monitor. Notice the quality of everyone's sleep, how you feel in the morning on awakening, and note whether you and your child seem calmer. Appliances should be completely unplugged, not just turned off at a surge protector (which itself may be a source of electromagnetic fields). If your child has a motorized wheelchair, don't plug it in overnight next to his or her bed. Often these children are especially vulnerable as they may already have epilepsy, cerebral palsy, or other mobility-impairing conditions. Electric floor or ceiling heaters, fluorescent lights, dimmer switches, and electronic security systems can all produce problematic electromagnetic fields. Finding all the sources and eliminating or avoiding them requires patience and may be time- consuming but is not necessarily difficult or expensive. Your basic measuring tools are a $40 magnetic field meter, or "gaussmeter," and a cheap (poorer quality is better for this purpose) battery-operated AM radio. When the gaussmeter reads 0.2 milligauss or less, and the radio, when tuned between stations, remains silent (does not buzz or give loud static), you have a relatively calm environment—especially important in the sleeping area. These two measuring devices will not detect the very high frequency radiation produced by cordless phones, wireless computers, baby monitors, remote controls for appliances, radio- controlled toys, and other wireless equipment. We recommend eliminating wireless technology from the environment altogether.. Many homes will have ambient magnetic fields that cannot be reduced to 0.2 milligauss because of factors outside your control, most commonly nearby power lines and transformers. Neighbors' activities may also be a factor. But reducing exposures to the extent possible within the home may still have a significant effect, especially on neurological or behavioral problems in developing children. Exposures outside our own control, such as from the street, a radar station or cell tower, at school, or in hospitals and medical facilities, can be dealt with effectively only on a societal 4 4 level. We have a long way to go before these problems are given the serious attention they deserve. Ironically, some of our societal problems, such as school violence and kidnappings of children—even before 9/11 added to our worries—are being used as reasons to attach more cell phones to our kids for their safety and our peace of mind. But these very devices, and the millions of towers and antennas that make their use possible, expose all of us to a level of radiation that we know (from studies and painful firsthand experience) can contribute to the anxiety, depression, irritability, impulsivity, confusion, and general unrest that feed the very concerns which led to the need for all those cell phones in the first place. Injury by x-ray overdose cut short his career. Firstenberg explains that after receiving about 50 diagnostic x-rays during extensive dental work, he became sensitive to high-powered equipment in the hospitals where he worked. "I could literally feel the radiation from the equipment; it made me weak and dizzy, but I kept working. After several months I collapsed. I was 31 and no one knew the cause of my illness. I was bedridden for about three months and at first I was not sure if I would survive." Firstenberg's symptoms included a slow heartbeat, chest pain, extreme shortness of breath on exertion, and weight loss. By reading Eastern European literature on the subject, he eventually discovered that he had the symptoms of radio wave sickness. He later learned that any type of electromagnetic field may provoke similar illness in sensitive people, which commonly manifests with nausea, dizziness, headache, irritability, insomnia, and difficulty with memory and concentration. He also gradually became chemically hypersensitive. His therapeutic approach is strict avoidance. At home, he has no computer, no television, no wireless equipment, no microwave, 6 and uses only incandescent lighting. He moved cross-country to Mendocino, California which has minimal electrical pollution, and he is symptom-free as long as he avoids exposure. As is often the case in advocacy organizations, Firstenberg's personal experience led him to study the condition that plagued him. Molloy has a history of allergies since childhood and was hospitalized with chemical sensitivities at age 31. ES symptoms emerged shortly after this. "When I go under power lines or fluorescent lights it feels like a blow to the top of my head," she explains. Asked if she could run errands, Molloy explains, "I can go into stores and other buildings. It's getting back out that's the problem. I tend to lose coordination and would often be stumbling if I didn't use a wheelchair. I get disoriented and my speech is also affected." Professional-grade ear protectors help soften the impact of auditory hypersensitivity to motor noises. She feels that living in the desert, where she keeps appliances to a minimum, has given her more stamina. "I'd like to think that Arthur and I are just special cases, that people can stand back and distance themselves from our difficulties. I'd like to think that others won't suffer similar problems. In mid-October 2019, the Maui Forest Bird Recovery Project (MFBRP), in cooperation with the U.S. Fish and Wildlife Service, the State of Hawaii, The Nature Conservancy, the American Bird Conservancy, Pacific Bird Conservation, and San Diego Zoo Global, attached VHF radio transmitters to the legs of 10 kiwikiu before releasing them into the Nakula Natural Area Reserve, on the southern slope of Haleakala volcano. Kiwikiu, a species of honeycreepers found only on Maui, are critically endangered. They are small, weighing less than an ounce. Fewer than 150 of these intelligent, long-lived little birds remain. The birds - some captive-raised and some wild -were released into the forest between October 27 and October 30, 2019. By November 16, every bird was dead except the three who had succeeded in removing or disabling their transmitter. The details are shocking. Seven wild kiwikiu were captured from the Hanawi Natural Area Reserve and -.r transported to aviaries in the Nakula reserve on the morning of October 17 in preparation for release in the proposed new bird sanctuary. One of the birds, number r v‘s All/Inn /n.CIlT WILDS, received his transmitter on October 29. He had been strong and healthy prior to that moment, but as soon as it was attached, he hopped onto the ground and stayed still on the floor. Half an hour later, he tucked his head under his wing. Bird Recovery staff then removed the transmitter, but he did not recover. He continued to sit quietly on his perch and was found dead the next morning. Another wild bird, number WILD10, received her transmitter on October 26. She attacked the harness holding it onto her ferociously, bit it apart, and removed it. It was found on the ground on October 28. Later, on October 28, the Bird Recovery team put a new transmitter on her. On October 29, she was lethargic and not eating. On October 30, she was "fluffed and inactive." She was found dead on the morning of October 31. The other five wild-captured kiwikiu were released into the Nakula reserve with their transmitters intact. WILDS died on November 11. WILD8 died on November 5. WILD11 died on November 16. WILD1 succeeded in removing his transmitter the day after his release, and he was last observed, doing well, on November 24. WILD7 removed his transmitter on November 8, and he was last observed, doing well, on November 12. Five captive-bred kiwikiu were also part of the project. They had all been raised in bird conservation breeding centers on Maui and Hawai`i and were between 5 and 18 years old. Two of these birds died during the two-week preparation for release, although they had thrived for years in the bird conservation centers. Bird number MP022 received his transmitter on October 29. Like WILDS, he hopped onto the ground and stayed on the floor after his transmitter was attached, but unlike WILD9, he rolled onto his side and kept on attacking the transmitter with his beak until finally he got his mandible stuck in the harness. Staff removed the transmitter and released him into the Nakula reserve without it, but he did not recover and died on November 2. Bird number MP026 was released with his transmitter on October 29 and died on November 5. Bird number MP023 was released with his transmitter on October 28 and succeeded in removing his transmitter the following day after being observed "moving on a direct path out of Nakula NAR." Presumably he flew as far away from his captors as he could. Bird number MP027 also survived because he was not released with a transmitter. This bird had had a transmitter attached in a previous trial on April 8, and immediately lay on his back on the floor of his cage and did not move. Seeing this, staff removed his transmitter after only a few minutes. On October 23, they attached a transmitter to him again briefly but A/1//nA I".GAl Fr". decided not to include him in the experiment and returned him to the Maui conservation center where he was still alive and well as of the date of publication of the MFBRP report on March 15, 2021. The writers of the report attributed every kiwikiu death to malaria, despite the facts, stated in the report, that malaria had never before been found in birds in the conservation breeding centers or the Hanawi reserve where all the birds came from; that malaria had never been known to infect more than about 10 or 15 percent of any population of honeycreepers; that malaria does not kill all birds it infects, and honeycreepers are known to develop resistance to it; that other parasites were also found in the birds; and that the average time from first symptoms to death for the birds in this project was "1-2 days" which is not typical of malaria. Two "large, healthy male kiwikiu" died within hours of their first signs of reduced activity. The authors of the study wrote: "[I]t was not clear if these birds could have contracted the disease in Nakula NAR as these birds developed symptoms more rapidly than is typical and died more rapidly than has been reported for other honeycreepers." They went on to speculate: "The necropsies found parasites in multiple organ systems indicating a severe systemic infection that had moved out of the blood stream into other tissues. This could be the result of increased replication of the malaria parasite following some change in the immune system of the birds, such as in response to environmental stress." The environmental stress that they did not consider was the radiation from the VHF transmitters that they attached to the birds. A correspondent in Alberta wrote to me last year: "Prior to me being aware of the dangers I had a tracking collar for my beagle as he was a little bit of an escape artist. Unfortunately after having worn it for a while (3 months or so) with it on only while he was outside he started to develop joint pains and was not walking right. The vet said he had a common beagle issue of his spine starting to compress and cause problems. Right around the same time I was learning of the dangers of all these wireless Pr- devices and got rid of his tracker. He was off pain killers and back to normal in under a month and the issue has never returned." c Nor did the Bird Recovery team consider the radiation from the giant antenna farm towering over the Nakula Natural Area Reserve atop Pu`u `Ula`ula (Red Hill). There are 159 antennas on 20 telecommunication towers on top of that hill blasting the Nakula reserve with cell phone, internet, radio, television, government, police, military and other signals. The Air Force Maui Optical and Supercomputing (AMOS) facility is there. The authors of the Bird Recovery report wondered why it is that the wild kiwikiu choose to remain in the small 7,413-acre Hanawi Natural Area Reserve on the windward slope of the volcano and do not stray over the top to the leeward slope where they would be more sheltered from the elements. It is because in the Hanawi reserve the crest of the volcano above them blocks all the radiation from that antenna farm, and cell phones do not even work where they live. Since the failure of the relocation project, efforts to save the kiwikiu from extinction have focused on releasing billions of bacteria-infected mosquitoes onto Maui in a ,( misguided attempt to save the birds by eradicating avian malaria from the island. As of i this writing, a lawsuit against the mosquito project, filed by Hawai`i Unites, is being heard by Hawai`i's Environmental Court. Not only will importing billions of mosquitoes, however altered, into the national park and nature reserves of eastern Maui only make the situation worse for the birds; not only could it backfire and further spread malaria instead of eradicating it; but no solution is possible for this or any other species of rare bird as long as we as a society continue in our denial about the radiation disaster that we are inflicting on our planet from every direction. In 2017, Mark Broomhall wrote a 38-page Report for the United Nations Educational Scientific and Cultural Organization that shines a bright light on why the kiwikiu have retreated to the high elevations of the northern slope of Haleakala volcano in Maui, and what must be done to protect them. The following is from his summary of his years of observation of the birds and wildlife on Mount Nardi in the Nightcap National Park World Heritage Area in Australia. That mountain, on which he lived for 40 years, has telecommunication towers on its summit: "It wasn't until the Analogue Era was drawing to a close, along with the advent of digital A l l e IA A 1,7.L(A I wireless technology in the years 2002 to 2004, that I began to notice a decline in insect diversity and population. This period was at the back-end of a prolonged nationwide drought and there was much talk of global warming. Initially, I attributed the insect decline to these events. I later learnt of`mobile phone pulsed microwave technology' and understood from press reports that this was being installed on Mt. Nardi. This technology is named universally by the industry, the press, and the public at large, as `3G: With this knowledge, I began to suspect that perhaps something else was happening on Mt. Nardi. At the same time,further additions included Wideband Code Division Multiple Access (WCDMA) technology. In the year 2009, enhanced 3G technology was installed and a further 150 pay television channels were added to the tower. Following these additions, I witnessed the exodus of 27 bird species from Mt. Nardi while simultaneously, insect volumes and species variety dropped dramatically. In late 2012 and early 2013, with the construction of a new tower in the complex and the introduction of a 600,000-watt generator, the system was upgraded to what became universally known as `4G.'Immediately after, I witnessed the rapid exodus of a further 49 bird species. From this time, all locally known bat species became scarce, 4 common species of cicada almost disappeared, as well as the once enormous, varied population of moths& butterfly species. Frogs and tadpole populations were drastically reduced; the massive volumes and diverse species of ant populations became uncommon to rare." Broomhall's observations are consistent with thousands of published reports in the scientific literature, as well as a constant stream of informal reports from my colleagues and subscribers that I have been receiving from all over the world for decades - from Spain, from Japan, from Norway, from the Netherlands, from Greece, from everywhere. The essential difference between Mount Nardi and the kiwikiu's current refuge is that an antenna farm irradiates all of Mount Nardi whereas cell phones do not even work in the Hanawi reserve. It is why the kiwikiu have retreated there. If the birds are simply left alone and not given radio transmitters, and if antennas for telecommunications, radar, WiFi, and any other purpose are prohibited on the volcano and in the nature reserves around it, as well as above it from drones as has been experimented with nn.u.e .n.rni F- elsewhere in Hawai`i, the birds will thrive.
