FOR AN AGREEMENT WITH THE UNIVERSITY OF HAWAI`I AT MANOA
AND AUTHORIZING THE MAYOR TO ENTER INTO SUCH AGREEMENT
Authorizes the Mayor to enter into a multi-year cost sharing agreement, with a
term of five years, with the University of Hawaii at Manoa to share the cost of
funding two additional Extension Agent positions in Hawaii County to cover
Indigenous Crops/East Hawaii Master Gardeners and East Hawaii Livestock.

renew for one additional year with the Ocean View Community Association, Inc.,
with an estimated cost of$450 per month, for space located at 92-8924 Leilani
Circle.

Authorizes the Mayor to enter into a five-year lease agreement with an
approximate total monthly cost of$9,374.03, to be used for construction,
resurfacing, and maintenance projects.

A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL
YEARS FOR AN AGREEMENT WITH THE UNIVERSITY OF HAWAI`I AT MANOA
AND AUTHORIZNG THE MAYOR TO ENTER INTO SUCH AGREEMENT.

I WHEREAS, Section 46-7 of the Hawai`i Revised Statutes requires the consent of the
Council in order for the County to enter into an agreement with the federal government or any
other public body respecting action to be taken pursuant to any of the powers granted to the
County by law and furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS, Section 10-11 of the Charter of the County of Hawai`i (hereinafter"the
Charter")provides, in part,that"any contract, lease or other obligation requiring the payment of
funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made
or approved by resolution"; and
WHEREAS,the Department of Research and Development(hereinafter"the
Department")wishes to enter into a multi-year cost-sharing agreement, with a term of five years,
with the University of Hawai`i at Manoa; and
WHEREAS,the purpose of this agreement is to share half of the cost in funding two
additional Extension Agent positions in the Department; and
WHEREAS,these Extension Agent positions will cover Indigenous Crops/East Hawai`i
Master Gardeners and East Hawai`i Livestock; and
WHEREAS, a Department-commissioned survey found a significant need and desire
among local agricultural producers for additional Extension Agents to provide technical
assistance to help increase and improve their agricultural production and business; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 46-7 of the Hawai`i Revised Statutes,the Mayor is hereby authorized to enter
into a multi-year agreement with the University of Hawai`i at Manoa for the purposes
hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter,
sufficient funds be budgeted in later fiscal years to cover the anticipated obligations of the
County under the terms of the agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to William V. Brilhante,Jr., Managing Director; Diane T.Nakagawa, Director of
Finance; and Benson P. Medina,Director of Research and Development.
