RESOLUTION NO. 204 25
A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL
YEARS TO ENTER INTO A MULTI-YEAR LEASE AGREEMENT FOR FOUR
GRAPPLE TRUCKS TO BE USED BY THE DEPARTMENT OF PUBLIC WORKS.
WHEREAS, Section 10-11 of the Charter of the County of Hawai`i (hereinafter"the
Charter")provides, in part,that"any contract, lease or other obligation requiring the payment of
funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made
or approved by resolution"; and
jWHEREAS,the Department of Public Works (hereinafter"the Department") wishes to
enter into a multi-year lease agreement,with a term of five years, for four grapple trucks; and
WHEREAS,these grapple trucks,which are equipped with an extendable arm and loader
capabilities,will be used by County personnel within the Department's Highways Division for
regular maintenance activities, including trash and debris removal, emptying County trash
receptacles, clearing drainage ways, and other operations; and
WHEREAS,the Department estimates the cost of this lease to be $20,823.62 monthly
and$249,883.44 annually over the five-year term of the lease, at the end of which the County
will own the trucks; and
WHEREAS,the addition of these grapple trucks to the Department's inventory will
increase productivity and efficiency of operations; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that the
Mayor is hereby authorized to enter into a lease agreement with a term of five years for the
purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter,
sufficient funds be budgeted in later fiscal years to cover the anticipated obligations of the
County under the terms of the lease agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to William V. Brilhante, Jr., Managing Director; Diane T.Nakagawa, Director of
Finance; and Neil A. Azevedo, Acting Director of Public Works.
