RESOLUTION NO. 208 25
A RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF LATER FISCAL
YEARS TO ENTER INTO A MULTI-YEAR LEASE AGREEMENT FOR THREE FIRE
APPARATUSES TO BE USED BY THE HAWAI`I FIRE DEPARTMENT.
WHEREAS, Section 10-11 of the Charter of the County of Hawai`i (hereinafter"the
Charter")provides, in part,that"any contract,lease or other obligation requiring the payment of
funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made
or approved by resolution"; and
WHEREAS,the Hawai`i Fire Department(hereinafter"the Department") wishes to enter
into a multi-year lease agreement, with a term of five years, for three fire apparatuses; and
WHEREAS,the apparatuses are fire engines to replace Engines 3, 6, and 21,which are
currently utilized at the Haihai,Kealakekua, and Makalei Fire Stations,respectively; and
WHEREAS,the Department estimates the cost for each engine to be $30,897.70
monthly and$370,772.40 annually,totaling$92,693.10 monthly and$1,112,317.20 annually for
all three engines; and
WHEREAS,there is a critical need to acquire these apparatuses, as the current engines
are past their recommended service life,resulting in increasing repair and maintenance costs,
downtimes, and unreliability; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that the
Mayor is hereby authorized to enter into a multi-year lease agreement with a term of five years
for the purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 10-11 of the Charter,
sufficient funds be budgeted in later fiscal years to cover the anticipated obligations of the
County under the terms of the lease agreement.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to William V. Brilhante, Jr., Managing Director; Diane T.Nakagawa, Director of
Finance; and Kazuo S. K. L. Todd, Fire Chief.
