County Council District VIII <br /> Council Member •, ' " ��L=�' • Council Chair <br /> HAWAII COUNTY COUNCIL <br /> 25 Aupuni Street • Hilo,Hawai`i 96720 _ <br /> cps <br /> MEMORANDUM ' <br /> �- <br /> DATE: May 15, 2025 c_s C)-< <br /> r-- <br /> TO: Members of the Hawai`i County Council <br /> FROM: Ashley L.Kierkiewicz, Council Member <br /> 4 <br /> Dr. Holeka Inaba, Council Chairperson s <br /> SUBJECT: Committee Review of the Draft General Plan 2045 <br /> This memo outlines the process and meeting schedule for the Policy Committee on Planning, Land <br /> Use&Economic Development(PCPLUED)to conduct a thorough,transparent, and accountable <br /> review of the Draft General Plan 2045,the County of Hawai`i's long-term blueprint to guide future <br /> development of our island community. <br /> Beginning in July 2025, the PCPLUED will engage in a rigorous, section-by-section review of the <br /> Draft General Plan 2045. Two versions will be provided: 1)The original draft submitted to the <br /> Planning Commissions, and 2)A version incorporating and highlighting feedback from both the <br /> Leeward and Windward Planning Commissions. The Committee will determine which version to use <br /> as the base for review and may propose further clarifications or modifications as necessary. <br /> The Committee will meet twice monthly, with most sections reviewed over two meetings. The <br /> Sustainable Development&Resilient Communities section will require three meetings due to <br /> complexity and number of sub-topics. <br /> At the first meeting for each section,the Planning Department will provide an overview, followed by <br /> a review of recommendations from the Planning Commissions. The Committee will then engage in <br /> discussion and propose amendments. At the second meeting(and in one case, third), final <br /> amendments will be confirmed for transmittal to the Planning Department and Planning <br /> Commissions. <br /> Proposed amendments will be transmitted on a rolling basis, section by section,to the Planning <br /> Department and Planning Commissions for review.Amendments to the Implementation& <br /> Monitoring section will not be transmitted, as those processes will be determined collaboratively , <br /> between the Legislative Branch and the Administration to ensure proper resourcing for accountability <br /> of progress on General Plan implementation.
