A RESOLUTION AWARDING PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND STEWARDSHIP GRANTS FOR THE FISCAL YEAR 2025-2026.
WHEREAS, Hawai‘i County Charter Section 10-15 establishes a Public Access, Open Space, and Natural Resources Preservation Fund (hereinafter “Preservation Fund”) to acquire lands and
easements within the County for public safety outdoor recreation, education, the preservation of land and coastal areas, and the protection of natural resources; and
WHEREAS, Hawai‘i County Charter Section 10-16 establishes a Public Access, Open Space, and Natural Resources Preservation Maintenance Fund (hereinafter “Maintenance Fund”) “to preserve
the land, promote public safety, and maintain a healthy stewardship”; and
WHEREAS, Hawai‘i County Charter Section 10-16(h) provides that the Maintenance Fund may be used for a stewardship grant program for properties purchased via the Public Access, Open Space,
and Natural Resources Preservation Fund, which allows 501(c)3 nonprofit organizations to apply for grant-in-aid project funding for stewardship projects directly related to public safety
maintenance and preservation of lands and easements acquired using the Preservation Fund; and
WHEREAS, during its November 18, 2024, and January 13, 2025, meetings, the Public Access, Open Space, and Natural Resources Preservation Commission reviewed twelve stewardship grant
applications and held interviews with the applicants; and
WHEREAS, pursuant to Hawai‘i County Code Section 2-217, 1983 (2016 Edition, as amended), on April 9, 2025, the Public Access, Open Space, and Natural Resources Preservation Commission
forwarded their recommendations to award funds to ten non-profit organizations to the Department of Finance. After review, the Director of Finance recommends awarding funds to nine
non-profit organizations totaling $838,203.08; and
WHEREAS, a list of the recommended nonprofit organizations to receive funding is attached hereto and incorporated herein as Exhibit A; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 10-16(h) of the Hawai‘i County Charter, Maintenance Fund stewardship grants totaling $838,203.08 shall
be awarded to the nonprofit organizations as set forth in Exhibit A.
BE IT FURTHER RESOLVED that the Director of Finance is hereby authorized and directed to make necessary payments or expenditures in accordance with the terms of this resolution.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Finance.
