Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for one
excavator for the Department of Public Works. The monthly cost will be approximately
$5,187.43. The equipment will be used island wide by the Department of Public Works
Highways Division for construction, resurfacing and maintenance projects.

A. REQUEST:
The Department of Public Works Highways Division is requesting a resolution authorizing the payment of
funds of a later fiscal year and of more than one fiscal year for a multi-year lease of one (1)excavator with
wheels for the District of South Hilo and shared with other districts as needed. The lease to pu'rchase would
be for a period of no more than five (5) years.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The excavator with wheels will be used islandwide to assist DPW Highways personnel with construction,
resurfacing, and maintenance projects. Currently, DPW Highways has excavator with tracks that cannot
travel on roadways limiting access and operations along roadsides. An excavator with wheels and mulching
unit will provide districts the ability to trim large areas of overgrown vegetation without damaging shoulders
and roadways. The additional excavator with wheels will increase maintenance productivity and operations
throughout the island.
This lease is for a period of no more than five (5)years. The purchase price is $311,245.94. The estimated
lease cost is approximately $5,187.43 per month or$62,249.16 annually. The County will own the asphalt
paver at the end of the five (5) year lease period.
The lease is funded in the FY2024-25 Highway Fund budget and proposed FY2025-26 budget.
