DATE: May 20, 2025
PLACE: Council Chambers
Hilo, Hawaii
TIME: 9:00 a.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 293/Res. No. 183-25
Your Committee on Finance, to which was referred Resolution No. 183-25, reports as follows:
Resolution No. 183-25, transmitted by Finance Director Diane Nakagawa via Communication
No. 293, dated May 2, 2025, authorizes indemnification of current and former County employees
named as individual defendants in the lawsuit known as Aryn Mitsuo Yoshida, et al. v. County of
Hawaii et al., Civil No. 3CCV-23-0000038 against all damages assessed.
Deputy Corporation Counsel Larissa Heroldt was present and provided background on this matter.
Committee Member Dennis "Fresh" Onishi recommended the committee enter executive session to
continue with their discussion. Chair Matt Kaneali`i-Kleinfelder stated that entering an executive session
would cause a delay in all other committees and the public hearing held later that day. Mr. Onishi
expressed understanding and requested to enter executive session at the next Council Meeting.
Committee Member Holeka Goro Inaba asked for clarification on this resolution as he suspected that
this resolution should have came before the settlement conference. Ms. Heroldt confirmed that this was
an anomaly. Mr. Inaba asked if the Committee decided not the pass the resolution would it affect the
County's ability to settle this lawsuit. Ms. Heroldt confirmed that it would not.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 183-25, and
recommends its adoption.
ikh
AYES
NOES
ABS
EX
GALIMBA
X
HUSTACE
X
INABA
X
KAGIWADA
X
KANEALI°I-KLEINFELDER
X
KIERKIEWICZ
X
KIMBALL
X
ONISHI
X
VILLEGAS
X
Respectfully submitted,
COMMITTEE ON FINANCE
=MKANEAI`I-KLEINFELDER,
CHAIR
FC REPORT NO.: 53
ADOPTED: JU 025
