A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES FEDERAL HIGHWAY ADMINISTRATION (FHWA) AND/OR THE STATE OF HAWAI‘I DEPARTMENT OF TRANSPORTATION, PURSUANT
TO HRS 46-7, FOR A GRANT TO THE COUNTY OF HAWAI‘I.
WHEREAS, the County of Hawai‘i wishes to enter into an agreement with the United States Federal Highway Administration (FHWA) and/or the State of Hawai‘i Department of Transportation;
and
WHEREAS, the U.S. FHWA has authorized $3,600,000 to be provided to the County of Hawai‘i for the Smart Intersection Demonstration Project; and
WHEREAS, the State of Hawai‘i Department of Transportation has authorized $840,000 to be provided to the County of Hawai‘i for the local cost share of this grant; and
WHEREAS, the purpose of the Smart Intersection Demonstration Project is to implement and evaluate AI driven traffic solutions to improve road safety and reduce accidents at high-risk
intersections; and
WHEREAS, Hawai‘i Revised Statutes, Section 46-7, requires that County departments obtain the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant
to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that in accordance with section 46-7, Hawai‘i Revised Statutes, the Mayor of the County of Hawai‘i is authorized to execute, on
behalf of the County, an agreement and related documents with United States Federal Highway Administration and/or the State of Hawai‘i Department of Transportation for the purposes
as indicated above.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Office of the Management and the Finance Department.
