Aloha PCPLUED Committee Members,
Many members of the public and several of your fellow council members are soundirY'�
the alarm about Bill 24 neglecting the needs of the community, and we agree. We S� CD
implore you to include a setback of at least 600' from residence and schools.
Please consider: - --
1) You've gone from a Contested Case allowance to now nothing that allows public ::3-
input in the citing of cell towers and antennas. Only Planning and Director approval is,.:> >
needed. There is no public participation. No checks and balances.
2) Towers and antennas are now allowed in ALL zones with no protections for people in
their homes or young children in pre-schools, nursery schools or ANY schools.
3) While it's true that, according to the Telecommunications Act of 1996, you cannot
regulate telecom infrastructure based on environmental or health effects, this outdated
law is being challenged in Federal court (please see below links to 11,000 pages of
evidence of harm from EMF/RF). Back in 1996 almost no one owned a cell phone.
Smart phones did not exist, there was no WiFi, and no tablets or iPads. No
infrastructure to speak of.
Do you think this outdated law is still accurate? Do you think exposure to wireless
radiation has not changed in 30 years? As a publicly elected official, do you have any
moral obligation to practice the precautionary principle?
4) Meantime, your hands are not tied! There are plenty of other reasons to protect
homes and schools:
• Preserve the character and appearance of the area
• Protect the scenic, historic, environmental, and natural resources of the area
• Protect the cultural and man-made resources of the area
• Protect the property values of the homes
• Protect the general safety, health, welfare and quality of life of the residents of
the area
• Protect families and children from nuisance, noise and falling objects
• Protect families and children from dangerous tower guy -wires
5) Bill 24 and Bill 194 were both fully vetted by the two Planning Commissions, by
Corporation Council, and by various County agencies. The current bill, Bill 24, the was
put forth by the Planning Department itself! Despite this, new obstacles continue to be
introduced at every meeting of this committee. These obstacles continue to consistently
erode the needs of the community.
6) The Hawaii State Constitution emphasizes the importance of public health, safety
and welfare. Article IX mandates that the state shall provide for the protection and

promotion of public health. Article XI highlights the right to a clean and healthful
environment.
Although at this time you can't regulate telecommunications infrastructure based on
environmental effects, that doesn't mean you bury your head in the sand. Hawaii needs
to be true to its values and be forward -thinking. It's only a matter of time until the
outdated Federal law is overturned. Mounting evidence includes:
A recent WHO (World Health Organization) funded systemic review of 52 different
research studies that concludes a "high certainty" of evidence linking RF radiation to two
different types of cancers, cancer in the brain and cancer in the heart.
