My Written Testimony to Hawaii County Councilmembers of the committee:
Aloha Councilmembers,
My name is Naomi Melamed, representing Safe Tech Hawaii. I am writing today to urge you to protect our communities
from the proliferation of cell towers in our backyards and near our schools. Your recent actions have removed the only
safeguard we had against such developments.
The Need for a 600-Foot Setback
In Bill 24, we urgently need to establish at least a 600-foot setback from homes and schools. This setback is not merely a
request but a necessity for the preservation of our community spaces. It is the least you can do to ensure that our
neighborhoods and educational institutions remain safe and undisturbed by the encroachment of telecommunications
infrastructure.
Importance of Advance Notification
Moreover, I advocate for the requirement that telecom companies notify residents in advance, in writing, and via
certified mail when they begin the application process for installing a tower. This transparency is essential for keeping the
public informed and involved in decisions that affect their lives. It is crucial that a specific form is used to clearly indicate
when the application process commences, ensuring there is no ambiguity or misunderstanding.
Protecting Our Land
Bill 24 is fundamentally a Land Use bill, and it should balance the interests of the people with those of telecom
corporations. Describing this situation as a "land -grab" is appropriate because the bill, as it stands, prioritizes corporate
expansion over community welfare. We, the people, require protection from such unchecked expansion.
Supporting Amendments
I stand in support of the two proposed amendments that provide for advance notice and a clear application form. These
amendments are vital as they empower and protect the public by ensuring transparency and accountability.
Conclusion
While Federal law restricts us from addressing health concerns related to EMF in this context, we must focus on what we
can change. The setback is the most critical element in this struggle. I urge you all to speak up and help us "Get Back a
Setback!"
