Aloha Madam Chair and committee members,
The Hawai'i Island Group of the Sierra Club of Hawai'i (HIG) requests that the following
provision disallowing telecommunication antennae or towers with 1,200 feet of the property line
of any hospital, school, or residential area.
HIG urges members of this committee to undertake an experiment at home. You will need a pair
of wireless headphone and a microwave. overn. If you don't have either, go visit a friend who
does. Turn on the wireless headphone and put them on. Then go into a room in which there is a
microwave oven. Turn on the microwave oven. You will hear static in the headphones, static
caused by microwaves escaping the oven. Experiment with the distance and objects, such as
wall that must be between you and the microwave oven before the static you are hearing in the
headphones stop. This is why the provision to put as much distance between children,
hospitalized patients, and workers staffing schools and hospitals, as possible.
Here is the provision from a previous draft of Bill 24:
Section 6. Chapter 25, article 4, division 1, section 25-4-12, of the Hawai'i County Code 1983
(2016 Edition, as amended), is amended to read as follows:
"Section 25-4-12. Telecommunications antennas or towers. (d) A telecommunications
antenna or tower shall not be permitted within one thousand two hundred feet of any property
line of any hospital, school, or residential area.
Please restore this provision.
