To the Finance Committee, May 20, 2025 meeting:
Resolution 181 will require an environmental assessment (EA) as worded.
HRS §343-5 Applicability and requirements. (a) Except as otherwise provided, an
environmental assessment shall be required for actions that: "(1) Propose the use
of state or county lands or the use of state or county funds, other than funds to be
used for feasibility or planning studies for possible future programs or projects that
the agency has not approved, adopted, or funded..."
(1) Resolution 181 should be amended to remove:
WHEREAS, these funds will allow PACRC to
conduct preliminary research and analyses for an aquaculture project
in Hilo Bay; and
(2) Resolution 181 should be amended to add:
WHEREAS, the Pacific Aauaculture and Coastal Resource
Center shall provide a cony of the preliminary research and
analysis for a possible aquaculture project in Hilo Bay to the
Hawaii County Department of Research and Development to
be publicly available to its citizens upon request.
