Adds the requirement that at least two of the five years of required administrative or managerial experience must be in public works or construction, or a related field. Bill 69: PROVIDES FOR THE COST OF PUBLIC WATER SYSTEM IMPROVEMENTS IN"IMPROVEMENT DISTRICT NO. 21 —IKI PLACE WATER SYSTEM IMPROVEMENTS,"FIXES THE PORTION OF THE COST TO BE ASSESSED AGAINST BENEFITED ASSESSMENT UNITS,ADOPTS A FINAL ASSESSMENT ROLL, IMPOSES AN ASSESSMENT LIEN AGAINST EACH ASSESSMENT UNIT ASSESSED ACCORDING TO THE ASSESSMENT, PROVIDES FOR PAYMENT OF ASSESSMENTS IN INSTALLMENTS, AND AUTHORIZES FURTHER ACTIONS BY THE DIRECTOR OF FINANCE Creates a special fund to be known as "Improvement District No. 21 —Iki Place Water System Improvements Fund," into which the funds for the Net Project Cost and all money collected by the Director of Finance for assessments levied by this ordinance shall be placed (the total estimated cost of the Net Project Cost in the Improvement District is $275,000). AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE VI, CHAPTER 2, SECTION 6-2.2, OF THE CHARTER OF THE COUNTY OF HAWAI`I (2024 EDITION), RELATING TO THE DIRECTOR OF PUBLIC WORKS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAPI: SECTION 1. Article VI, chapter 2, section 6-2.2, of the Charter of the County of Hawaii (2024 Edition) is amended to read as follows: "Section 6-2.2. Director. The director of public works shall be appointed by the mayor, confirmed by the council and may be removed by the mayor. The air-e^+er shall be a registered pfefessienal ] The director shall have had a minimum of five years of experience in an administrative or managerial capacity[..-], two years of which shall have been in public works, construction or a related field. The director shall also have a bachelor's dearee in enaineerina, architecture, bublic administration or a related discipline or a degree in law." SECTION 2. Charter material to be repealed is bracketed and stricken. New charter material is underscored. When revising, compiling, or printing these charter provisions for inclusion in the Charter of the County of Hawaii, the revisor need not include the brackets, bracketed and stricken material, and underscoring. SECTION 3. Severability. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable. SECTION 4. Upon adoption of this ordinance, the Council, by appropriate resolution, shall provide that this charter amendment be submitted to the electorate of the County of Hawaii for approval in the 2026 general election. SECTION 5. The charter amendment proposed in this ordinance shall take effect upon its approval by a majority of voters voting on this legislation in the 2026 general election, as duly certified.
