Subject: Testimony in Opposition to Bill 47
Dear Council Members,
I am submitting my testimony against Bill47 in advance of the hearing on May 21, 2025.
The draft Bill47 is not a ''simple registration bill" - it is open-ended and unfinished. Bill47 does not define
significant portions of critical regulations and abdicates further regulation authority to county
departments to be defined in the future. This is a due process issue depriving the public of their right for
full input on future regulations. Would you sign or approve documents that are not complete and filled
out? That is what Bill47 is - incomplete.
It is imperative the Hawai'i County Council keeps its commitment to do a current economic impact study
specifically for the county before enacting new laws & regulations that burden property owners. The
economic impact study was agreed to just a few months ago and promises are being broken already.
