Dear Council Member Villegas,
I am writing to express my strong opposition to Bill 47, which proposes to prohibit short-
term vacation rentals on agriculturally zoned properties.
My property in Holualoa has been in my family for generations, and preserving it is deeply
important to us —not just as land, but as part of our history, identity, and connection to this
island. The only way we've been able to afford to keep and maintain it is through income
from our permitted short-term rental.
I live on the property full-time and personally manage the rental. This is not a commercial
operation run from afar —this is my home, and the guests who stay here support not just
me, but many local businesses and services in our area. If this bill passes, it will strip us of
the only viable means we have to sustain the land and stay rooted in our community.
Importantly, our rental will never become, a long-term rental. That is simply not a feasible
or appropriate use of our property. Removing short-term rental as an option won't solve the
housing crisis —it will just create a new crisis for families like mine who are doing
everything we can to hold on to land that's been in our family for generations.
Please do not let Bill 47 punish responsible, local residents who live on and care for their
properties. I respectfully urge you to vote no and to consider more balanced solutions that
target abuse, not stewardship. t
