Sent: Tuesday, May 20, 2025 9:11 AM To: Council Testimony'—' Subject: Opposition: Bill 47 CD _ =r :9_-� Aloha Council, Once again I implore you to listen to your constituents and not move forward with this bill, or do not do so without significant alteration. This bill is far more than a simple "registration" process. It's cumbersome and, as worded, poses significant threat to existing hosted rentals that allow the residents of Hawaii to make ends meet. My biggest concern is the Cancellation Clause Section 6-48 (b) The decision to cancel a registration may be made on the basis of: (1) The TVR, including the structure used therefore or any activity on the property in connection therewith, being in violation of any applicable law That means unpermitted structures, alternative structures, and farm dwellings — by the way; every structure be it a primary residence or a farm dwelling is considered a farm dwelling on agriculture land so the rosehill directive could be interpreted to eliminate rentals hosted rentals on ag land which you have heard from many many folks would be catastrophic for their ability to continue farming —we need more farmers not less. Regardless of the intent of this council, one, five, ten years down the line whomever is in charge will read the letter of the law, not the intent and the law does not protect the people you're asking to register. If it were a simple registration process to see how many rentals we have on island, as indicated, well there's a much simpler way of doing that. In fact, you've accomplished it with the renewed HCTAT website which now requires an address in order to pay taxes. If this is about registration why doesn't that suffice? Again I ask, where is the problem? We've yet to see hard numbers about what complaints you're receiving for hosted rentals? You're already regulating unhosted which have always been the problem. And you are moving forward with a bill before the economic impact study has been completed, which means you don't know how this would affect families, rental rates and your own county coffers.
