A c7 74-5044 Ane Keohokalole Hwy. `W" C n Kailua-Kona, Hawai `i 96740 c Z O DATE: June 3, 2025 TO: Dr. Holeka Goro Inaba, Chair And Members of the Hawaii County Council FROM: Michelle Galimba, Council Member Y Council District 6 SUBJECT: Formation of an Ad Hoc Committee to review the Public Access, Open Space, and Natural Resources Preservation Commission (PONC) process Pursuant to Hawaii Revised Statutes section 92-2.5 and Rule No. 7 of the Rules of Procedure and Organization for the Council of the County of Hawaii, I am requesting the creation of an Ad Hoc Committee, also known as a "permitted interaction group" to review and make recommendations to improve the functionality of the PONC process. The ad hoc committee will review the existing preservation acquisition program to determine and articulate the committee's understanding of the purposes of the program. To make this determination, the committee will review applicable sections of, and background material relating to, the County Charter, County Code, and the PONC rules of practice and procedure. Additionally, the committee will consult with stakeholders, including community members and groups involved in making and advocating for acquisition suggestions, current and past commission members, landowners, and County staff, among others. The committee's evaluation may include any other sources of information the committee deems relevant. The committee will review the program's current practices considering the purposes of the program, including but not limited to reviewing the County Charter, County Code, PONC rules of practice and procedure, and all informal customary practices. The committee will malce recommendations to improve the efficacy and efficiency of the program, which recommendations may include suggested Charter amendments, County Code revisions, amendments to the PONC rules of practice and procedure, recommendations for educational and community outreach opportunities relating to the program, and changes to Commission and County staff customary practices, among other solutions. The ad hoc committee will not review or evaluate any specific project or acquisition on the existing list or proposed for inclusion on the list. Comm. N . V W Ref.
