Subject: Testimony Opposing Resolution 140-25

I strongly oppose Resolution 140-25, which proposes funding for Trap-Neuter-Return-Manage;(TNRM)
programs for feral cats in Hawaii. As someone deeply concerned about the destruction feral cats cause
to our native wildlife and public spaces, I urge you to reject this ineffective and harmful approach.
Feral cats are relentless predators, killing endangered birds and leaving carcasses in our neighborhoods.
I've seen them hunt native birds and destroy plant life, leaving behind feces and urine that degrade our
shared spaces. Beyond being a nuisance, they pose serious ecological threats —documented cases
show feral cats killing nene and spreading toxoplasmosis, which is deadly to wildlife and dangerous to
humans.
TNR programs do not work. Even under ideal conditions, they take decades to reduce cat populations —
and that's only if no more cats are abandoned, which is unrealistic. Feeding stations attract cats and
endangered birds, increasing risks of predation, disease, and vehicle collisions. We need real solutions-,
like stricter enforcement against pet abandonment, mandatory spay/neuter laws, and humane removal
programs that actually protect our native species.
Hawai`i's wildlife is already on the brink. We cannot afford to waste time and taxpayer money on failed
programs that perpetuate harm. Please reject Resolution 140-25 and support science -based strategies
that prioritize our endangered species and ecosystems. Mahalo for your time and consideration.
