RESOLUTION NO. 223 25
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HO`OULU LAHUI FOR
ITS HO`OULU MEAKANU PROJECT.
WHEREAS, Ho`oulu Lahui is a 501(c)(3) nonprofit organization that is dedicated to
awakening Hawaiian culture, values, beliefs, and lifestyle in collaboration with the community to
achieve unity, harmony, and total well-being; and
WHEREAS, Ho`oulu Lahui is requesting funds for garden supplies, including soil, pots,
fertilizers, and slug bait, as well as for native plants such as `ulu, ti, kalo, and larger native trees,
which will serve a public purpose by benefiting, improving, or promoting the interests of culture
and the arts, needs of the poor, youth, the aged, those with physical or emotional disabilities, and
public health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Liquor Control to provide a grant to Ho`oulu Lahui for the expenses and purposes
identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

The Hdoulu Meakanu Project supports Hdoulu Lahui's overall mission to awaken Hawaiian culture, values, beliefs, and lifestyle through community collaboration to
achieve unity, harmony, and total well-being. In line with this commitment to total wellbeing, the project strengthens the local food system and food security in Lower
Puna. Through the free distribution of vegetable starts and Native Hawaiian plants such as kalo and'ulu, the project increases access to food cultivation and promotes
Hawaiian living practices in Puna.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the proposed program or service provides direct public
benefits and fulfills a public purpose within the County.

We will cultivate and distribute 1000 vegetable starts on the July 12 Activate Puna event in Pahoa. We will cultivate and distribute ' ulu trees, ti, kalo, and other food
producing or food supporting plants for the July12 Activate Puna event in Pahoa.
