Aloha Council Members,
My name is Cerina Giroux, and I am a resident of Hawaii. I am writing to express my strong support
for
Resolution 140-25, which proposes awarding $50,000 in grant funding to Aloha Animal Alliance Hawaii
for their Trap -Neuter -Return -Manage (TNRM) initiative.
TNRM is a proven, humane, and effective approach to managing free -roaming cat populations. By
trapping, sterilizing, and returning cats to their home territory, TNRM stops the breeding cycle and allows
colony numbers to stabilize and decline over time. Programs like this also provide essential vaccinations
and medical care, improving the overall health and behavior of the cats and reducing nuisance concerns
in our neighborhoods.
Some may argue that euthanizing stray cats is a more immediate solution, but this has been shown time
and again to be both ineffective and inhumane. Removing and killing cats simply creates a "vacuum
effect," where new, unsterilized cats move in and repopulate the area. In contrast, TNRM addresses the
root cause of overpopulation and does so without unnecessary suffering. It is the only method that
delivers lasting results while aligning with our community's values.
Feeding stray cats also plays a vital role in TNRM success. Managed feeding stations help caretakers
monitor colony health, make trapping more efficient, and reduce scavenging behavior. When done
responsibly, feeding is part of a structured system that benefits both animals and people.
In summary, continuing to fund TNRM efforts like those led by Aloha Animal Alliance Hawaii is a smart,
compassionate investment in our community. These programs help humanely reduce stray cat
populations, prevent the spread of disease, and lessen the burden on local shelters and animal control.
Supporting Resolution 140-25 shows that the Council values practical, long-term solutions that protect
both animals and the well-being of our neighborhoods. I strongly urge you to pass this resolution.
