NO Zg COMM. 9N From: Steve Sent: Monday, May 19, 2025 9:17 AM To: Council Testimony Subject: Testimony Opposing Resolution 140-25 Dear Council Members, As a resident citizen of the County of Hawaii, I urge you to oppose Resolution 140-25, which proposes awarding $50,000 in grant funds to Aloha Animal Alliance Hawaii for their Trap -Neuter -Return -Manage (TNRM) initiative. Support for this method may expose the County to legal liability under 1.) the endangered species act, 2) the animal welfare act, and 3) responsibility for health and human safety that could result in developmental disabilities for children. Liability for any one of these could result in expensive legal settlements for the County of Hawaii. I doubt that Aloha Animal Alliance Hawaii would bear any legal responsibility for the County's action. I would prefer that this amount of county tax dollars be spent instead on the protection of endangered species, like nene at Lilioukalani Park, where many nene have already died as a consequence of abundant and poorly managed free -ranging cats.
