Subject: Testimony Opposing Resolution 140-25 10 **Testimony in Opposition to Resolution 140-25** Dear Council Members, :- o, I strongly urge you to oppose Resolution 140-25, which proposes funding for Trap -Neuter -Return -Manage (TNRM) programs for feral cats in Hawaii County. As someone who has witnessed firsthand the devastating impacts of feral cats on native wildlife, I know that TNRM is ineffective and harmful to our endangered species. Feral cats area major threat to Hawai`i's fragile ecosystems. At my workplace near the Kalaeloa (JRF) Airport on Oahu, I've seen how abandoned and fed feral cats spread into sensitive areas, including both the airfield itself and a nearby wildlife refuge where Hawaiian Monk Seals raise their pups. Feral cats on the airfield increases the possibility for a deadly plane crash, endangering both human and cat lives needlessly. These cats carry toxoplasmosis, a deadly disease that has already harmed protected species. TNRM does nothing to stop this cycle —it simply maintains colonies near critical habitats, putting native wildlife at continued risk. Scientific evidence shows that TNRM fails to reduce cat populations in open systems like ours, where abandonment and migration keep numbers high. Meanwhile, feeding stations attract not only cats but also endangered nene, increasing risks of predation, disease, and vehicle collisions. Protecting our native species requires real solutions —stricter enforcement against abandonment, humane removal, and enclosed sanctuaries —not ineffective programs that prolong the problem. I ask you to reject funding for TNRM and instead support measures that prioritize Hawai`i's native wildlife. Our endangered species cannot afford decades of failed management.
