Dear Council Members,
I strongly urge you to oppose Resolution 140-25, which proposes funding for Trap -Neuter -Return -Manage (TNRM)
programs in Hawaii County. As someone deeply concerned about the survival of our native wildlife, I cannot support
policies that perpetuate the harm caused by feral cats. TNRM is ineffective, environmentally destructive, and fails to
address the urgent threats to endangered species like the nene. I am horrified that a delicate and unique ecological place
like Hawai'i County would consider such a harmful, baseless program. Feral cats have already contributed to the
extinction of multiple species of bird, reptile, and small mammals unique to Hawai'i.
Scientific evidence shows that TNRM does not reduce feral cat populations in open systems like ours, where
abandonment and migration continually replenish colonies. Meanwhile, these cats continue to prey on native birds,
reptiles, and other vulnerable species. I've personally witnessed feral cats hunting and killing native wildlife, and their
presence in public spaces contributes to the spread of diseases like toxoplasmosis—a deadly risk to nene, monk seals,
and even humans.
Feeding stations only worsen the problem by attracting cats —and consequently, native birds —to high -risk areas. Nene,
with their strong site fidelity, remain vulnerable to predation, vehicle collisions, and disease transmission long after food
sources are removed. Supporting TNRM ignores these realities and puts our endangered species at further risk.
Instead of funding failed programs, we need science -based solutions: stricter enforcement against abandonment,
mandatory spay/neuter laws, and humane removal strategies that actually reduce feral cat populations. Protecting
Hawai'i's biodiversity requires prioritizing native wildlife over unsustainable practices.
Please vote no on Resolution 140-25 and invest in policies that truly safeguard our natural heritage. Mahalo for your
