I strongly urge you to oppose Resolution 140-25, which would award.$50,000 in grant funds to Aloha Animal Alliance
Hawaii for their Trap -Neuter -Return -Manage (TNRM) program. As a concerned resident who has witnessed the
devastating impacts of feral cats on our native wildlife, I cannot support a program that fails to protect endangered
f species like the nene and seabirds.
TNRM is ineffective —population studies show it takes decades to reduce feral cat numbers, and only if no new cats are
abandoned. In reality, colonies persist, continuing to prey on native birds and spread deadly diseases like toxoplasmosis,
which kills nene and monk seals and endangers public health. Feeding stations attract both cats and endangered wildlife,
increasing risks of predation, vehicle collisions, and disease transmission.
Hawai`i's unique ecosystems cannot sustain this cycle of harm. Statewide surveys confirm that most residents support
permanent removal of feral cats, not TNRM. Funding this program ignores science, risks legal liability under the
Endangered Species Act, and wastes taxpayer dollars on a flawed approach.
Instead, we need humane, science -based solutions: stricter enforcement against abandonment, mandatory spay/neuter
laws, and enclosed sanctuaries —not releasing sterilized cats back into sensitive habitats.
Please vote NO on Resolution 140-25. Protect our native species by rejecting TNRM and supporting policies that truly
safeguard Hawai`i's wildlife.
