**Testimony Opposing Resolution 140-25**'
Dear Council Members,
I strongly urge you to oppose Resolution 140-25, which proposes funding for Trap -
Neuter -Return -Manage (TNRM) programs for feral cats in Hawaii County. As someone
deeply concerned about the survival of our native wildlife, I cannot support a method
that has repeatedly failed to protect endangered species like the nene and seabirds.
TNRM does not work. Scientific studies show it takes decades to reduce feral cat
populations —if abandonment stops completely, which it hasn't. Meanwhile, these cats
continue to kill native birds. I've personally seen the devastating effects: feral cat
colonies in our parks, followed by the eerie silence of missing birds. At places like
Lili`uokalani Park and Wailoa, feeding stations attract both cats and nene, increasing the
risk of predation, disease, and vehicle collisions. Confirmed cases of nene and seabird
deaths due to feral cats prove this is not just a theory —it's happening now.
TNRM also ignores the legal and ecological risks. Feral cats spread toxoplasmosis,
which kills nene and monk seals and endangers public health. Supporting colonies near
endangered species habitat may violate the Endangered Species Act. Hawaii cannot
afford to waste taxpayer dollars on programs that perpetuate harm instead of solving it.
The majority of residents support stronger action, including humane removal and stricter
laws against abandonment. We need solutions that actually reduce feral cat
populations, not sustain them. Please vote no on this resolution and prioritize science -
based strategies that protect our native species.
