Subject: Testimony Opposing Resolution 140-25
Dear Council Members,

strongly urge you to oppose Resolution 140-25, which would allocate county funds to support frap-
Neuter-Return-Manage (TNRM) programs for feral cats. As someone deeply concerned about Hawai`i's
endangered wildlife, I cannot support policies that perpetuate harm to native species like the nene and
monk seals.
TNRM is ineffective and dangerous. Studies show it fails to reduce feral cat populations in environments
like ours. Cats are documented killers of endangered birds and spread toxoplasmosis—a deadly disease
for nene, seals, and humans. Feeding stations attract cats and endangered wildlife, increasing risks of
predation, disease, and vehicle collisions.
I've seen the damage firsthand. Old Airport Beach Park reeks of cat waste like a giant litter box, turning a
public space into a health hazard for wildlife, families, and visitors. The smell makes people think of this
place as a Third World country and they treat it accordingly - not with value and respect. Fecal and urine
runoff affects the sand and shoreline. Toxoplasmosis can cause miscarriages and harm
children. Enabling colonies near critical habitats violates the Endangered Species Act. The County could
face legal consequences for negligence.
We need real solutions: reactivate open -intake at Animal Control, stricter laws against abandonment,
mandatory spay/neuter, and humane removal of feral cats, and prosecution of those who enable and are
responsible for the deaths of endangered species. Open -intake shelters and enclosed sanctuaries are
better alternatives. Funding TNRM wastes taxpayer money and endangers our wildlife, children, and
destroys high quality tourism. Please reject this resolution and prioritize science -based policies that
protect Hawai`i's native species.
