Subject: Resolution 246, Marijuana Eradication
Thank you for giving me this opportunity to provide support of Resolution 246, which will provide
Federal funds to the Hawaii County Police Department to continue their operations to eradicate
marijuana on the Big Island.
Hawaii District comprises of 40 public schools and two adult community schools. Our student
population numbers approximately 28,000. Under general provisions of Chapter 19 of the
Administrative Rules of the Department of Education, we must provide a safe and positive school
climate for all of our students. The purpose of this school-administrative policy is to:
1) promote and maintain a safe and secure educational environment;
2) teach proper behavior which is beneficial to the educational process and self-development;
3) deter students from acts which interefere with the purpose of education or which are self-
destructive, self-defeating, or anti-social; and
4) maintain proper student conduct to ensure that educational activites and responsibilities
remain uninterrupted.
In Chapter 19, "illicit drugs" mean substances, the possession, distribution, ingestion, manufacture, sale
or delivery of which are prohibited under chapter 329 and Chapter 712, art IV, Hawaii Revised Statutes,
including any controlled substance drug, intoxicating compound, marijuana, forms of methamphetamine
and anabolic steroids, and cocaine forms and derivatives; or other substances which are illegal to
possess, use, promote or sell according to any other Hawaii statute or federal law.
All schools in the Hawaii District work closely with the offices of the Hawaii County Police
Department. The Police Activities League, or PAL, and the DARE program are examples of how the
DOE and Police Department work together to educate our students against use of illegal drugs.
I strongly support this bill to enable the Hawaii County Police Department to use federal funds to
eradicate illegal marijuana growing on the Big Island. 7~ e a0 z
