Testimony in Support of Resolution 140-25 2025 IMY 19 Ae 1 : 26

Aloha Council Members,
My name is Rachelle Teruya Alameida, and I am an active member of the animal rescue
community. I am writing in strong support of Resolution 140-25, which provides funding to
Aloha Animal Alliance Hawaii for essential spay and neuter services.

As someone with firsthand experience managing community cat colonies, I can confidently say
that Trap -Neuter -Return (TNR) works. I've seen colony populations stabilize, the health and
behavior of the cats improve, and public complaints decrease. When colonies are responsibly
managed —with access to food, water, and medical care —these cats live healthier, more content
lives and do not roam or hunt excessively.
The core issue is not the cats themselves, but the lack of consistent funding and support for TNR
programs. Culling is not a solution —it is inhumane, ineffective, and fails to address the root
problem of overpopulation. TNR is a science -based, compassionate, and sustainable approach
that benefits our communities and our environment.
I strongly urge you to pass Resolution 140-25 and continue to invest in humane solutions like
TNR.
