Aloha Chair & Councilmembers,
On behalf of HOPE Services Hawaii, I am writing in strong support of Resolution 175-25, which authorizes a District 2
Contingency Grant in the amount of $3,558.25 to support our Homeless Youth Shelter Apartment Program.
Mahalo to Councilmember Kagiwada for recognizing the critical importance of supporting our most vulnerable keiki—
those experiencing homelessness on Hawaii Island. Youth experiencing homelessness face unique challenges that
demand a tailored, compassionate, and safe response. Through a partnership with Neighborhood Place of Puna (NPP), we
provide secure and stable housing, and NPP provides tenants with support services, to ensure these young people have the
foundation they need to move forward with dignity and purpose.
This funding will directly support furnishing one apartment unit by covering essential needs such as household supplies,
furnishings, and other start-up costs that ensure the units are livable and welcoming. While the amount may seem modest,
its impact is significant. It will help us move quickly in supporting youth who are often fleeing abuse, neglect, or
economic hardship, and who deserve every opportunity to feel safe, seen, and supported.
We are deeply grateful for the County Council's continued investment in innovative and compassionate responses to
homelessness. Mahalo for your consideration and continued partnership in serving the people of Hawaii Island.
