A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
THE LIBRARY—WAIKOLOA REGION FOR ITS LITERACY PROJECTS.
WHEREAS,Friends of the Library—Waikoloa Region(FL-WR) is a subordinated unit
of Friends of the Library of Hawai`i, a 501(c)(3)nonprofit organization; and
WHEREAS,FL-WR was formed in 2010 with the primary goal of bringing a State
library to the Waikoloa region; and
WHEREAS, operating out of a bookmobile,the FL-WR serves a population of over
6,000 people in the Waikoloa area and is,the only library in the State without a physical location;
and
WHEREAS,the FL-WR wishes to promote the extension of library services in Hawai`i
and is requesting funds to purchase children-appropriate books for its literacy projects that
encourage early interest in reading and improve literacy in the community; and
WHEREAS, one of the goals of the Department of Liquor Control is to support public
and youth programs, such as education and activities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program,project, event,
activity, service, equipment,materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Liquor Control to provide a grant to the Friends of the Library—Waikoloa Region to purchase
children-appropriate books for its literacy projects.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Liquor Control and Director of Finance, and that
the Director of Finance is hereby authorized to make the necessary transfers in accordance with
the terms of this resolution.
