No. 320/Res. No. 203-25 Your Committee on Finance, to which was referred Resolution No. 203-25, reports as follows: Resolution No. 203-25, transmitted by Finance Director Diane Nakagawa via Communication No. 320, dated May 15, 2025, authorizes the payment of funds of later fiscal years to enter into a multi -year lease agreement for one asphalt paver to be used by the Department of Public Works. This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate total monthly cost of $9,374.03, to be used for construction, resurfacing, and maintenance projects. Public Works Business Manager Kelsey Kalua-Lewis, Finance Director Diane Nakagawa, and Deputy Finance Director Malia Kekai were present in Chambers. Ms. Kalua-Lewis presented a brief overview of the departments request. Committee Members Dennis "Fresh" Onishi and Ashley L. Kierkiewicz asked the effects on private companies that may have paving contracts. Ms. Nakagawa confirmed that it would depend on the scope of the job and that there is a determination when going through the contract process that routes through Human Resources to determine if the work customarily performed by County employees or contracted out. Ms. Kekai added that most of the larger Capital Improvement Projects are jobs that are contracted out, and smaller job such as highway maintenance would be performed by County employees. Committee Chair Matt Kanealii-Kleinfelder confirmed that this would help meet the goals of paving more County road miles and the positive impact on the community. Mr. Kaneali`i-Kleinfelder also clarified that there are currently three pavers on island and not two as stated in the Resolution. Ms. Kalua-Lewis verified and confirmed that with this paver there would be four total.
