REPORT OF THE
COMMITTEE ON FINANCE
Re: Comm. No. 300/Res. No. 188-25
Your Committee on Finance, to which was referred Resolution No. 188-25, reports as follows:
Resolution No. 188-25, transmitted by Mayor C. Kimo Alameda via Communication No. 300,
dated May 2, 2025, commits to funding the cost items agreed upon by the employers and the
Hawaii Government Employees Association Units 02, 03, 04, 13 and employees excluded from
those bargaining units for the contract period July 1, 2025 through June 30, 2029.
This resolution provides estimated costs over the four years of the new contract resulting from
across-the-board increases, step increases, and lump sum payments would be $46,901,771.
Finance Director Diane Nakagawa and Human Resources Director Sommer Tokihiro were present in
Chambers.
Committee Member Heather L. Kimball asked for an overview as it relates to the budget for the next
fiscal year and if there are any unions that we're still working on negotiations with. Ms. Tokihiro
confirmed tentative agreements with United Public Workers (UPW) and Hawaii Government
Employees Association (HGEA) for a duration of four years, and they are moving into arbitration for
HGEA Unit 15, Hawai`i Fire Fighters Association (HFFA) and State of Hawaii Organization of Police
Officers (SHOPO). Ms. Nakagawa confirmed that increases have already been accounted for in the
Fiscal Year 2025-2026 budget.
Committee Member Dennis "Fresh" Onishi commented in support and advocated for Bargaining
Unit 03 pay increases.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 188-25, and
recommends its adoption.
