Aloha Chair Inaba and members of the Hawai'i County Council,
As a resident of Waikoloa, I much appreciate the effort of our Council Member James Hustace to
introduce Communication 159.41, the proposed amendment to add $2.5 million to the Public Works
Department FY 2025-2026 Capital Improvement Program, to fund the initial engineering, design and
environmental review for the second arterial road connecting Waikoloa to Queen Ka'ahumanu Road.
I am writing in. full support of this amendment and respectfully encourage each Council Member to
add their support to amending the Mayor's proposed budget.
I fully acknowledge there are myriad important capital projects across Hawai'i Island, some of which
are other communities' much needed roads, and that the County has a limited amount of financial
resources with which to support, protect, and develop our communities. Without going into details of
this almost two -decade history of this project, or the ever-increasing need for this road for the
public's safety, all of which is information very well known by you and our County Administration, I
will simply offer that this will finally provide a much awaited, real starting .point for this project. In the
years ahead there will be much work to be done by everyone involved, from the County, property
developers and the Community at large, and it all can begin by including this work in the upcoming
budget cycle.
