I am testifying in support of Communication 159.41 to amend Bill No. 32, Draft 2. 1 fully support this amendment for funding the initial engineering of Waikoloa's second arterial road. Given all the new development currently underway, a new arterial road into and out of Waikoloa Village is a necessity that the County of Hawaii can no longer delay. Paniolo Avenue is inadequate to handle daily rush hour traffic. Whatever obstacles in the way of building this new road must be overcome with the utmost urgency. The safety of all people living or visiting Waikoloa Village depends on it. Fire safety and evacuation is another reason for a new road. Yes, the Lahaina fire was an anomaly, but the loss of one home or one life would have a devastating impact on many of us who live here in the Village. In 2021 my wife and I had to evacuate our home when the County issued an order to evacuate. We were able to use the escape road at the bottom of Hulu St. Since we evacuated shortly after notice was given, we were one of a handful of vehicles on the road at that time. We later learned that things got very congested and someone even drove up the road in the mauka direction against the flow of traffic! This is a one lane escape road. Another arterial road would mitigate traffic on the escape road. Please make another road into and out of Waikoloa Village a priority. Thank you for your consideration.
