Caun6l ,dill 32 CAMM. in From: David Freeman Sent: Tuesday, May 20, 2025 8:44 PM To: Council Testimony Subject: Written testimony Communication 159.41 BillNo32, draft2 Aloha Chair and Members of the Council, My name is David Freeman, and I have lived in Waikoloa Village for 14 years. I am testifying in support of Communication 159.41 to amend Bill No.32. Draft 2.1 fully support this amendment for funding the initial engineering of Waikoloa's second arterial road. As you are aware, our community is growing. The County of Hawaii has been supporting the building of much needed affordable housing next to the village that will add many more families with young children to the traffic using the one arterial road that presently exists. The County's own 2008 plan called the addition of a second arterial road a `very high priority' to prevent the loss of life. That was 17 years ago and an adequate second road has not yet been started. Saving lives from catastrophic fires should rank as a higher priority than other non -emergency community enhancements. Waikoloa Village has been identified by the State as a high risk for impact of a wildfire. Our community is growing fast and expected to double in population over the next% years.
